Personnel changes

First of all, akim of the region informed about dismissal of the first deputy head of the region Dyusenbai Turganov, who had occupied the position for more than 5 years and transferred to other duties.

“The region has achieved the high results in the construction: residential and social sectors. During the last two years over KZ 20 bln were spent for construction and reconstruction of the facilities”, the head of the region said.

Ulan Zhazylbek, director of the Department of Construction, Housing and Communal Services of the Ministry for Investments and Development, was appointed deputy akim of Pavlodar region. Ulan Zhazylbek was born in 1962, has two higher educations. In 1984 he graduated from Almaty Architectural and Construction Institute, in the specialty – civil engineer, in 2009 – Kunaev University, in the specialty – jurisprudence. In 1984 he started his professional career. From 1992 to 2005 he held senior positions in business corporations, from 2005 to 2008 he worked as chief specialist, head of the section of the Department of the State Architectural and Construction Control in Almaty. From 2009 to 2011 – director of the Department “International Center for Cross-Border Cooperation “Khorgos”. From 2011 to 2013 he worked as deputy director of the Department of Architectural and Construction Control and Licensing of Almaty. From 2013 to 2014 he was deputy chairman of the Committee for Construction and Public Utilities of the Ministry of Regional Development and from 2014 to 2017 – director of the Department of Infrastructure Development and Economics of the Ministry of National Economy.

“You have work experience in the region. Pavlodar region is the industrial region with its specific of the development. Your experience and knowledge are necessary for us in the construction of two new microdistricts of Pavlodar – “Saryarka” and “Dostyk” as well as in the development of communal and engineering infrastructures of the region. I expect new proposals from you to improve the work of the departments and divisions entrusted to you”, Bulat Bakauov noted.

In the meeting akim of the region informed about appointment of Yernur Baigurmanov. He was appointed the head of the State Revenue Department of Pavlodar region. He was deputy head of the Tax Department. Yernur Baigurmanov (1980) has worked in the Tax Departments since 2000. He has experience in senior positions – deputy head of the Tax Departments in Ekibastuz, Pavlodar, Kostanay and Kostanay region.

As previously reported, Nikolay Dychko, who worked as deputy akim of Pavlodar region, was appointed akim of Aksu. The former akim of Aksu Nurlan Dyusembinov will work as the head of the Department of Finance of Pavlodar region.
