In accordance with the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan" and Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023, "On Approval of the Rules for the Provision of Housing Assistance" (registered in the Register of State Registration of Regulatory Legal Acts under No. 33763), the Karaganda City Maslikhat has DECIDED:
To approve the amount and rules for the provision of housing assistance in the city of Karaganda.

To declare certain decisions of the Karaganda City Maslikhat as invalid, as set out in Appendix 2 to this decision.

Amount and Rules for Providing Housing Assistance in the City of Karaganda

Housing assistance is provided from the local budget to low-income families (citizens) residing in the city of Karaganda, permanently registered and residing in a dwelling that they own as their only dwelling in the Republic of Kazakhstan, as well as to tenants (subtenants) of state-owned housing and housing leased by the local executive authority in private housing, to cover:
condominium management costs and maintenance of common property, including major repairs to common property;
consumption of utilities and communication services, including increased telephone subscription fees;
expenses for the use of state-owned housing and housing leased by the local executive authority in private housing.
The expenses of a low-income family (citizen) included in the calculation of housing assistance are determined as the sum of expenses for each of the above-mentioned areas.
Housing assistance is allocated by the state institution "Department of Employment and Social Programs of the City of Karaganda" (hereinafter referred to as the authorized body).
The total income of a low-income family (citizen) is calculated by the authorized body for the quarter preceding the quarter in which the application for housing assistance was submitted, in accordance with the procedure established by Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023, "On Approval of the Rules for the Provision of Housing Assistance" (registered in the Register of State Registration of Regulatory Legal Acts under No. 33763) (hereinafter referred to as the Rules for the Provision of Housing Assistance).
Housing assistance is defined as the difference between the amount of expenses for condominium management and maintenance of common property, including major repairs to common property, consumption of utilities and communication services (including increased telephone subscription fees for telecommunications networks, use of state-owned housing, and housing rented by the local executive body in private housing), and the maximum permissible level of service recipient expenses, set at 5 (five) percent of the total family (citizen) income.

The amount of housing assistance is calculated by the service provider, within the limits approved by the Housing Assistance Rules.

Compensation for increases in subscription fees for telecommunications services shall be paid in accordance with Order No. 2 of the Minister of Digital Development, Innovation, and Aerospace Industry of the Republic of Kazakhstan dated July 28, 2023.
