In accordance with subparagraph 8) of Article 8 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:
1) Rules for the formation and submission of a report on the activities of central state bodies, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, rural districts on the provision of public services in accordance with Annex 1 to this order;
2) A standard form of a report on the activities of central state bodies, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, rural districts on the provision of public services in accordance with Annex 2 to this order.
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) sending this order for official publication in the mass media within ten calendar days after its state registration with the Ministry of Justice of the Republic of Kazakhstan;
3) publication of this order on the official

Rules for the formation and submission of a report on the activities

1) service recipient - individuals and legal entities, with the exception of central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, rural districts;
2) service provider - central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, rural districts, as well as individuals and legal entities providing public services in accordance with the legislation of the Republic Kazakhstan;
3) public service is one of the forms of realization of individual state functions carried out individually on the request or without the request of service recipients and aimed at the realization of their rights, freedoms and legitimate interests, providing them with appropriate tangible or intangible benefits;
4) public monitoring of the quality of public services - the activities of individuals, non-profit organizations to collect and analyze information on the level of quality of public services and develop recommendations;
5) assessment of the quality of public services - activities to determine the effectiveness of measures to provide service recipients with affordable and high-quality public services provided by central state bodies, local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities of district significance, settlements, villages, rural districts;
6) automation of the process of rendering public services - the procedure for transforming the administrative processes of the service provider to ensure the provision of public services in electronic form;
7) optimization of the process of rendering state
services - an event aimed at simplifying the process of rendering a public service, reducing the period of rendering a public service, the list of documents submitted by service recipients, as well as links in the process of its provision, including through automation;
8) the "electronic government" web portal is an information system that represents a single window of access to all consolidated government information, including the regulatory framework, and to public services provided in electronic form.

2) the results of the evaluation of the effectiveness of the activities of state bodies in the direction of "Provision of public services" conducted by authorized state bodies;
3) results of quality control over the provision of public services;
4) results of internal control over the quality of public services;
5) results of public monitoring of the quality of public services;
6) results of surveys of service recipients.
1) reliability (methods of data collection and processing are used with the possibility of verifying the accuracy of the data obtained during monitoring);
2) comparability (comparative data for different time periods are used);
3) objectivity (data from several independent sources are used);
4) cost-effectiveness (data acquisition is carried out at the lowest possible cost, using existing methods of information collection);
5) predictability (indicators, indicators contained in strategic plans, programs, action plans, and so on are used);
6) completeness (the entire list of information sources used for data verification and analysis preparation is attached to the report).
