In accordance with subparagraph 4) of paragraph 1 of the Decree of the President of the Republic of Kazakhstan on March 16, 2020 No. 286 "On measures to ensure socio-economic stability" I ORDER:
1. To include in the order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 26, 2020 No. 110 "On approval of the Rules for making social payments to participants in the compulsory social insurance system for the state of emergency" (registered in the Register of State Registration of Normative Legal Acts No. 20174) The following changes and additions:
the title of the order shall be stated in the following edition:
“On approval of the Rules for making social payments to participants in the compulsory social insurance system and to individuals who receive income under civil law contracts whose subject is the performance of work (provision of services) for which mandatory pension contributions have been paid by tax agents for the period of emergency”;
Clause 1 shall be amended as follows:
"1. To approve the attached Rules for making social payments to participants in the mandatory social insurance system and to individuals who receive income under civil law contracts, the subject of which is the performance of work (provision of services) for which tax agents paid mandatory pension contributions for the period of emergency. ";
The rules for making social payments to participants in the compulsory social insurance system for a state of emergency approved by the said order shall be stated in the editorial office in accordance with the appendix to this order.
2. The Department of Social Insurance Policy, Basic Social and Pension Support of the Ministry of Labor and Social Protection of the Republic of Kazakhstan, in the manner prescribed by law, shall ensure:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the placement of this order on the Internet resource of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, submission to the Department of Legal Services of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
3. The control over the execution of this order shall be entrusted to the Deputy Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan A. Sarbasov.
4. This order comes into force from the day of its first official publication and applies to legal relations arising from March 26, 2020.

Chapter 1. General Provisions
1. These Rules for making social payments to participants in the mandatory social insurance system and to individuals who receive income under civil law contracts whose subject is the performance of work (provision of services) for which tax agents paid mandatory pension contributions for the period of emergency (hereinafter - The rules) were developed in accordance with subparagraph 4) of paragraph 1 of the Decree of the President of the Republic of Kazakhstan on March 16, 2020 No. 286 "On measures to ensure social and economic stability" and determine the procedure for making social payments to participants in the compulsory social insurance system and to individuals who receive income under contracts civil law, the subject of which is the performance of work (provision of services), for which tax agents paid mandatory pension contributions for the period of emergency.
2. Social payments to participants in the compulsory social insurance system and to individuals who receive income under civil law contracts whose subject is the performance of work (provision of services) for which mandatory pension contributions for the state of emergency are paid by tax agents from the State Social Insurance Fund (hereinafter referred to as the fund).
