In accordance with Articles 18 and 24 of the Law of the Republic of Kazakhstan dated April 14, 1993 “On the Rehabilitation of Victims of Mass Political Repressions,” the Government of the Republic of Kazakhstan DECIDES:
1. Approve the attached:
1) Rules for issuing a single certificate to a rehabilitated person;
2) a sample certificate of a rehabilitated person.
2. To recognize as invalid the resolution of the Cabinet of Ministers of the Republic of Kazakhstan dated October 22, 1993 No. 1055 “On the procedure for providing with certificates of rehabilitated persons subjected to political repression”.
3. This resolution shall be enforced upon expiry of ten calendar days after the day its first official publication.

Rules for issuing a single certificate
rehabilitated person
1. General
1. These Rules for issuing a single certificate to a rehabilitated person (hereinafter - the Rules) are developed in accordance with Article 18 of the Law of the Republic of Kazakhstan dated April 14, 1993 “On the rehabilitation of victims of mass political repressions” (hereinafter - the Law) and determine the procedure for issuing a single certificate to a rehabilitated person to the face.
2. The following basic concepts are used in these Rules:
1) certificate of rehabilitation - a document issued by the prosecution authorities, the court in cases and in the manner determined by the Law;
2) rehabilitated person - a person rehabilitated in accordance with the law;
3) an authorized body for issuing certificates of a rehabilitated person (hereinafter referred to as an authorized body) - departments of employment and social programs of districts, management of coordination of employment and social programs of cities of regional significance, employment and social programs of cities of Astana and Almaty.
2. The procedure for issuing certificates of a rehabilitated person

An application for the issuance of a single certificate to a rehabilitated person (hereinafter - the application) is submitted by the rehabilitated person who has been subjected to political repression, either personally or through a representative (hereinafter - the applicant) to the authorized body, in the form in accordance with the appendix to these Rules.
The following documents are attached to the application:
1) identity document;
2) a certificate of rehabilitation or a copy of the court ruling (order);
3) in case of appeal through a representative - a document confirming his authority.
Documents are submitted in originals and copies for verification, after which the original document is returned to the applicant.
Registration of the application is carried out in the register of persons applying for a single certificate to a rehabilitated person (hereinafter - certificates). The document confirming the acceptance of the package of documents from the applicant is a tear-off coupon of the application indicating the date of registration of the application, name and initials of the person who accepted the documents.
4. The authorized body shall issue a certificate to the applicant within five business days from the date of registration of the application, with a note in the register for issuing certificates.
5. In case of loss and / or damage to the certificate, the rehabilitated person shall apply to the authorized body with a statement in the form in accordance with the appendix to these Rules. The document confirming the acceptance of the package of documents from the applicant is a tear-off coupon of the application indicating the date of registration of the application, name and initials of the person who accepted the documents.
6. The authorized body not later than five working days from the date of application submission shall issue a duplicate of the certificate in which the stamp “duplicate” is placed.
