About some issues of public services in the social and labor sphere
Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 25, 2021 No. 84. Registered with the Ministry of Justice of the Republic of Kazakhstan on March 26, 2021 No. 22394.
In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On Public Services", I ORDER:

1. Approve:
1) Rules for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, issuance of certificates" in accordance with Annex 1 to this order;
2) Rules for the provision of public services "Assignment of social assistance to certain categories of needy citizens by decisions of local representative bodies" in accordance with Annex 2 to this order;
3) Rules for the provision of public services "Reimbursement of costs for home schooling of children with disabilities" in accordance with Annex 3 to this order;
4) Excluded by the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated 24.11.2022 No. 473 (effective from the date of its first official publication).
5) Rules for the provision of public services "Assignment of social assistance in the form of monthly payments to citizens of the Republic of Kazakhstan after the completion of the period of capitalization of payments for compensation for damage caused to the life and health of employees by legal entities liquidated as a result of bankruptcy" in accordance with Annex 5 to this order;
6) Rules for the provision of public services "Payment of the difference between the amount of actually paid mandatory pension contributions, mandatory occupational pension contributions, taking into account the level of inflation and the amount of pension savings" according to Annex 6 to this order;
7) Rules for the provision of public services "Implementation of pension payments from pension savings formed at the expense of mandatory pension contributions, mandatory occupational pension contributions from the unified accumulative pension fund" in accordance with Annex 7 to this order;
8) Rules for the provision of public services "Issuance of information on the receipt and movement of funds of the depositor of the unified accumulative pension fund" in accordance with Annex 8 to this order;
9) Rules for the provision of public services "Issuance of directions for participation in active measures to promote employment" in accordance with Annex 8-1 to this order.

2. To invalidate some orders of the Minister of Health and Social Development of the Republic of Kazakhstan, the Acting Minister of Health and Social Development of the Republic of Kazakhstan and the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan in accordance with Annex 9 to this order.
3. The Department of Analysis and Development of Public Services of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in accordance with the procedure established by law to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on the Internet resource of the Ministry of Labor and Social Protection of the Republic of Kazakhstan after its official publication;
2-1) When making changes and (or) additions to this order, sending information about such changes and (or) additions to the operator of the information and communication infrastructure of the "electronic government", to the Unified Contact Center, within ten working days after the state registration with the Ministry of Justice of the Republic of Kazakhstan of the relevant regulatory legal act;
3) within ten working days after the state registration of this order, submission to the Department of the Legal Service of the Ministry of Labor and Social Protection of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

4. Control over the execution of this order shall be entrusted to the Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Ospanov E. D.
5. This order shall enter into force after ten calendar days after the date of its first official publication.

Chapter 1. General provisions
1. These Rules for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, issuance of certificates" (hereinafter – The Rules) are developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On Public Services" and determine the procedure for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of one–time state monetary compensation, issuance of certificates" (hereinafter - the state service).
2. The state service is provided by local executive bodies of cities of republican significance, the capital, districts, cities of regional significance (hereinafter referred to as the service provider) to individuals (hereinafter referred to as the service recipient) in accordance with these Rules.
Acceptance of the application and issuance of the result of the provision of public services are carried out through:
1) the service provider;
2) non–profit Joint Stock Company "State Corporation "Government for Citizens" (hereinafter - the State Corporation);
3) the e-government web portal (hereinafter referred to as the portal).
Chapter 2. The procedure for the provision of public services
3. In order to receive a public service, the service recipient (or his representative under a power of attorney notarized by a notary or an official performing notarial acts) applies to the service provider or to a State Corporation, or to the portal by submitting an application in the form according to Appendix(s) 1 and (or) 2 to these Rules with the attachment of the documents specified in the list of the main requirements for the provision of the state service "Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of one–time state monetary compensation, issuance of certificates" (hereinafter referred to as the list) in accordance with Annex 3 to these Rules.
When an applicant applies through the portal, a request to the information systems of state bodies and (or) organizations to confirm the submitted information and obtain the necessary information provided in the application forms according to Annexes 1 and 2 to these Rules is made by the applicant himself.
4. The list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result of the provision, as well as other information, taking into account the specifics of the provision of public services, is given in the list in accordance with Annex 3 to these Rules.
5. When submitting a full package of documents provided for in the list, the service recipient is issued:
from the service provider – a coupon indicating the date of registration and receipt by the service recipient of the state service, the surname and initials of the responsible person who accepted the documents;
in a State corporation – a receipt for the receipt of the relevant documents;
through the portal – in the "personal account" of the service recipient, the status of acceptance of the request for the provision of public services is displayed.
6. The result of the provision of public services is issued in accordance with the list in accordance with Annex 3 to these Rules.
7. If the service recipient provides an incomplete package of documents provided for in the list in accordance with Annex 3 to these Rules, and (or) expired documents, an employee of a State Corporation shall issue a receipt for refusal to accept documents in the form in accordance with Annex 4 to these Rules.
8. The formed mock–ups of citizens' cases are sent to special commissions created by the decisions of the akims of cities of republican significance, the capital, districts, cities of regional significance, for registration and accounting of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, and issuance of certificates to them (hereinafter - special commissions).
