The Supreme Council of the Republic of Kazakhstan DECIDES:
I. To put into effect the Law of the Republic of Kazakhstan Z932200_ "On rehabilitation of victims of mass political repression" from July 1, 1993, with the exception of Article 22.
II. Article 22 of this Law shall enter into force on October 1, 1993.
III . Taking into account the legitimate right of citizens to receive truthful information, to propose to the President of the Republic of Kazakhstan to take the necessary measures to declassify legislative acts, decisions of government, party and other bodies, as well as departmental acts that served as the basis for the use of mass repressions and encroachments on human rights.
IV. The Presidium of the Supreme Council of the Republic of Kazakhstan should establish a Commission for the rehabilitation of victims of political repression within a month.
V. To the Government of the Republic of Kazakhstan:
1. Before the entry into force of this Law:
a) approve a sample of the certificate provided for in Article 18 of this Law, take measures to provide local executive authorities with certificates in the required quantity;
b) determine the procedure for granting the benefits specified in Article 24 of this Law and reimbursement of costs associated with their provision from the republican budget;
c) ensure the revision of regulatory acts of ministries and departments that contradict this Law.
2. Until October 1, 1993:
- determine the procedure for payment of monetary compensation provided for in Article 22 of this Law;
- take the necessary measures to improve the organizational, technical, material and financial support of internal affairs bodies, national security, prosecutor's office and courts dealing with the rehabilitation of citizens.
3. Consider the issues:
- on the possibility of extending the operation of this Law in terms of the provision of social benefits and compensation to persons who have suffered moral and material harm in connection with the repression of their relatives and friends, in particular, children under the age of 18 at the time of the repression and left without parental care; family members unreasonably shot or died in
places of detention, etc.;
- on the need to adopt a legislative act on the issues
of compensation to rehabilitated citizens for the value of the seized from them
property or its return and submit their proposals
to the Commission for the Rehabilitation of Victims of Political Repression.
