In order to implement the Law of the Republic of Kazakhstan dated December 18, 1992 "On social protection of citizens affected by nuclear tests at the Semipalatinsk nuclear Test Site", Article 15 of the Law of the Republic of Kazakhstan dated December 8, 2006 "On the Republican Budget for 2007", the Government of the Republic of Kazakhstan DECIDES:

1. To approve the attached Rules for the Registration of Citizens Affected by Nuclear Tests at the Semipalatinsk Nuclear Test Site, the Payment of one-time state Monetary Compensation and the issuance of certificates confirming the right to Benefits and Compensation (hereinafter - the Rules).

2. To the Ministry of Labor and Social Protection of the Population of the Republic
Kazakhstan to ensure the payment of a one-time state monetary
compensation (hereinafter referred to as compensation):
1) pensioners, recipients of state social benefits, victims of nuclear tests at the Semipalatinsk nuclear test site;
2) working and non-working citizens who lived and lived from 1949 to 1990 in radiation risk zones and in areas with preferential socio-economic status.

3. Joint Stock Company "People's Savings Bank of Kazakhstan" (as agreed):
1) transfer to akims of districts (cities) by March 1, 2006:
register of current off-balance sheet special accounts of citizens for which compensation has not been paid or partially paid, indicating the name, surname, patronymic of the depositor, date of birth, amount of compensation;
register of closed off-balance sheet special accounts of citizens for which compensation has been paid in full, indicating the surname, first name, patronymic of the depositor, date of birth, amount and date of compensation paid;
2) provide local executive bodies with information on the payment of compensation to citizens according to their requests.
4. Kazpost Joint Stock Company (as agreed):
1) by March 1, 2006, transfer to the akims of districts (cities) lists of citizens in the context of cities and districts on electronic and paper media on payment of compensation for the period from January 1, 1993 to December 31, 2005, indicating the surname, first name, patronymic of the recipient of compensation, date of birth, the amount of compensation paid;
2) provide local executive bodies with information on the payment of compensation to citizens according to their requests.
5. Akims of regions, Astana and Almaty cities, districts (cities):
1) create special commissions and ensure the registration and registration of citizens affected by nuclear tests at the Semipalatinsk nuclear Test site, and issue them certificates confirming the right to benefits and compensation, in accordance with the Rules;
1-1) taking into account the need to annually provide funds for the production of certificates confirming the right to benefits and compensation for victims of nuclear tests at the Semipalatinsk nuclear test site;
2) take measures to prevent the facts of repeated payment of compensation to citizens.

6. Recognize as invalid:
1) Resolution of the Cabinet of Ministers of the Republic of Kazakhstan dated May 26, 1993 N 431 "On measures to implement the Resolution of the Supreme Council of the Republic of Kazakhstan dated December 22, 1992 N 1788-XII "On the Procedure for the Enactment of the Law of the Republic of Kazakhstan "On Social Protection of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test site" (SAPP of the Republic of Kazakhstan, 1993, N 18, Article 22);
2) item 1 of Amendments and additions to some decisions of the Government of the Republic of Kazakhstan approved by the Decree of the Government of the Republic of Kazakhstan dated April 3, 2002 N 397 "On amendments and additions and invalidation of certain decisions of the Government of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2002, N 10, Article 98);
3) Item 2 of the Decree of the Government of the Republic of Kazakhstan dated January 13, 2004 No. 34 "On approval of the list of diseases associated with exposure to ionizing radiation, and Rules for establishing the connection of diseases with exposure to ionizing radiation" (SAPP of the Republic of Kazakhstan, 2004, No. 1, Article 18).

These Rules define the procedure for registering citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site (hereinafter referred to as citizens), paying them one-time state monetary compensation (hereinafter referred to as compensation) for damage caused by nuclear tests, and issuing certificates confirming the right to benefits and compensation (hereinafter referred to as the certificate).

1. General provisions
1. The following basic concepts are used in these Rules:
1) authorized state body - the central executive body in the field of social protection of the population;
2) the authorized body for the purpose of compensation - territorial divisions of the authorized state body;
3) authorized organization for payment of compensation – an organization that pays compensation (State Corporation "Government for Citizens");
4) authorized organization for the issuance of compensation - second-tier banks or organizations licensed by the National Bank of the Republic of Kazakhstan and (or) the authorized body for regulation and supervision of the financial market and financial organizations to carry out certain types of banking operations;
5) special commissions - commissions created by the decisions of akims of districts (cities) for registration and accounting of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, and issuance of certificates to them;
6) special commissions for coordination of work on registration and registration of citizens - commissions created by decisions of akims of regions, Astana and Almaty cities to coordinate work, resolve controversial issues on registration and registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site;
The working body of special commissions, special commissions for coordinating the work on registration and registration of citizens is determined by the decisions of the akims of the regions, Astana and Almaty cities, districts (cities).
7) case layout - a layout of a citizen's personal file for compensation, including: an application in the form according to Annex 1 to these Rules; identity documents, place of residence; a savings book or an agreement with an authorized organization for compensation; documents confirming the fact and period of residence (work, military service) on the territory of the Semipalatinsk nuclear test site in the periods from 1949 to 1965, from 1966 to 1990.

2. Procedure for registration of citizens and issuance of certificates to them

2. Commissions are created to form mock-ups of cases and receive applications from citizens living, living, working or serving (including urgent) in territories exposed to radioactive contamination from 1949 to 1965, from 1966 to 1990, at enterprises, organizations and institutions, regardless of ownership forms.
The commission may include representatives of the administration, employees and other persons.
3. The formation of the layouts of the cases is carried out on:
1) working citizens (except pensioners) - at the place of main work;
2) pensioners (including working pensioners), recipients of state social benefits, non-working citizens - in employment agencies and social programs;
3) pensioners of internal affairs bodies, national security, the Ministry of Defense of the Republic of Kazakhstan and other military formations - at the place of pension destination;
4) supervised medical and social institutions, medical and social organizations - at the place of residence in the relevant institutions;
