In accordance with subparagraph 9-1) of paragraph 1 of Article 7, paragraph 3 of Article 20 and paragraph 1 of Article 22 of the Law of the Republic of Kazakhstan dated April 13, 2005 "On Social Protection of disabled persons in the Republic of Kazakhstan" I ORDER:
1. Approve:
1) The rules for the provision of social services of an individual assistant for the disabled of the first group who have difficulty in movement and a sign language specialist for the hearing impaired - sixty hours per year in accordance with the individual rehabilitation program according to Annex 1 to this order;
2) Rules for the provision of sanatorium treatment to disabled people and disabled children in accordance with Annex 2 to this Order;
3) Rules for providing disabled people with prosthetic and orthopedic care and technical auxiliary (compensatory) means in accordance with Annex 3 to this Order;
4) Rules for providing disabled people with special means of transportation in accordance with Annex 4 to this order.

2. The Department of Social Services of the Ministry of Health and Social Development of the Republic of Kazakhstan in accordance with the procedure established by law to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after the state registration of this order, its direction for official publication in periodicals and in the information and legal system "Adilet";
3) placement of this order on the Internet resource of the Ministry of Health and Social Development of the Republic of Kazakhstan.
3. To assign control over the execution of this order to the Vice-Minister of Health and Social Development of the Republic of Kazakhstan S.K. Zhakupova.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Chapter 1. General provisions
1. These Rules for the provision of social services of an individual assistant for the disabled of the first group with difficulty in movement and a sign language specialist for the hearing impaired - sixty hours per year in accordance with the individual rehabilitation program (hereinafter referred to as the Rules) are developed in accordance with the Law of the Republic of Kazakhstan dated April 13, 2005 "On Social protection of disabled persons in the Republic of Kazakhstan" (hereinafter referred to as the Rules). - The Law) and the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" and determine the procedure for providing social services of an individual assistant for the disabled of the first group who have difficulty in movement (hereinafter - the services of an individual assistant) and a sign language specialist for the hearing impaired - sixty hours per year (hereinafter - the services of a sign language specialist) in accordance with the individual rehabilitation program (hereinafter - the IPR).
2. The following basic concepts are used in these Rules:
1) The Social Services Portal (hereinafter referred to as the Portal) is a part of the unified information system of the social and labor sphere, providing disabled people with the opportunity to purchase sanatorium treatment, prosthetic and orthopedic care, technical auxiliary (compensatory) means, special means of transportation, as well as social services of an individual assistant and a sign language specialist;
2) individual assistant - a person providing social services to accompany a disabled person from their place of residence to their destination and back: to work, to educational institutions, as well as when a disabled person visits local representative and executive bodies, courts, prosecutors, social facilities, legal consultations, a notary, cultural and entertainment events, sports facilities, trade facilities, medical institutions, consumer service enterprises and other organizations to resolve issues related to training, employment, protection and realization of their rights and interests, obtaining information, registration of necessary documents;
3) proactive service - a public service provided in electronic form, provided on the initiative of the subject of the provision of services, for the provision of which the mandatory consent of the subject of receiving the service, provided by means of a cellular subscriber device, is required;
4) sign language specialist - a specialist providing social services related to the provision of intermediary services between hearing and non-hearing people: providing professional translation from sign language and into sign language during the participation of a disabled person in conferences, discussions and other public events; when a hearing disabled person communicates with hearing people to resolve issues related to training, employment, protection and realization of their rights and interests, obtaining information from government agencies and consulting organizations, and drawing up the necessary documents.
3. The provision of services of an individual assistant, a sign language specialist is carried out on the basis of the IPR developed by the territorial subdivision of the authorized body in the field of social protection of the population, taking into account medical indications and contraindications to the provision of social services of an individual assistant and a sign language specialist in accordance with Annex 1 to these Rules.
4. The services of an individual assistant and a sign language specialist are provided according to the submitted application for the duration of the IPR event.
Chapter 2. Procedure for the provision of public services "Registration of documents for the provision of services of an individual assistant to the disabled of the first group who have difficulty in movement"
Paragraph 1. Procedure for the provision of public services "Registration of documents for the provision of services of an individual assistant to the disabled of the first group who have difficulty in movement" on an application basis
5. Disabled persons of the first group who have difficulty in movement, or their legal representatives, or persons who have received a power of attorney from a disabled person for the right to issue documents for the provision of services of an individual assistant, (hereinafter referred to as the applicant) provide at their place of residence an application for the provision of rehabilitation services in accordance with the social part of the individual rehabilitation program in accordance with Annex 2 to these Rules (hereinafter referred to as the applicant). - application) with the attachment of the documents specified in the standard of the state service "Registration of documents for the provision of services of an individual assistant to the disabled of the first group who have difficulty in movement" (hereinafter referred to as the standard of the state service) in accordance with Annex 3 to these Rules, through:
1) branches of the State Corporation "Government for Citizens";
2) department of employment and social protection of Nur-Sultan city, department of social welfare of Almaty city, department of employment and social protection of Shymkent city, city, district departments of employment and social programs at the place of residence (hereinafter - employment departments);
Submission of the application is not required when registering through a proactive service.
The procedure for the provision of proactive services "Registration of documents for the provision of services of an individual assistant to the disabled of the first group who have difficulty in movement" is provided for in paragraph 2 of Chapter 2 of these Rules.
6. When accepting an application, responsible employees form requests for an individual identification number of a disabled person to the information systems of state bodies and (or) organizations through the "electronic government" gateway (hereinafter referred to as information systems) to obtain the following information:
1) about an identity document;
2) on the establishment of disability;
3) about the measures developed in the IPR.
In the absence of information in information systems, copies of paper documents containing the above information are attached to the application.
After comparison with the submitted originals, copies of the documents are certified by the responsible employee who accepted the application by marking a receipt for the receipt of the relevant documents or a coupon issued in accordance with paragraph 7 of these Rules, after which the original documents are returned to the applicant.
7. When submitting documents, the applicant is issued:
in the offices of the State Corporation "Government for Citizens" - a receipt for the receipt of relevant documents;
in the employment departments - a coupon indicating the date of registration, surname and initials of the person who accepted the documents.
8. In cases where the applicant submits an incomplete package of documents in accordance with paragraph 6 of these Rules, and (or) expired information (documents), employment departments and offices of the State Corporation "Government for Citizens" refuse to accept the application and issue a receipt for refusal to accept documents in accordance with Annex 4 to these Rules.
9. The day of receipt of documents by the State Corporation "Government for Citizens" is not included in the deadline for the provision of public services.
