In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:
1. Approve:
1) Rules for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, issuance of certificates" in accordance with Annex 1 to this order;
2) Rules for the provision of public services "Assignment of social assistance to certain categories of needy citizens by decisions of local representative bodies" in accordance with Annex 2 to this order;
3) Rules for the provision of the state service "Reimbursement of costs for home schooling of disabled children" in accordance with Annex 3 to this order;
4) Rules for the provision of public services "Issuance of a certificate to a rehabilitated person" in accordance with Annex 4 to this order;
5) Rules for the provision of public services "Assignment of social assistance in the form of monthly payments to citizens of the Republic of Kazakhstan after the completion of the period of capitalization of payments for compensation for damage caused to the life and health of employees by legal entities liquidated as a result of bankruptcy" in accordance with Annex 5 to this order;
6) Rules for the provision of public services "Payment of the difference between the amount of actually paid mandatory pension contributions, mandatory occupational pension contributions, taking into account the level of inflation and the amount of pension savings" in accordance with Annex 6 to this order;
7) Rules for the provision of public services "Implementation of pension payments from pension savings formed at the expense of mandatory pension contributions, mandatory occupational pension contributions from the unified accumulative pension fund" in accordance with Annex 7 to this order;
8) Rules for the provision of public services "Issuance of information on the receipt and movement of funds of the depositor of the unified accumulative pension fund" in accordance with Annex 8 to this order.
2. To recognize as invalid some orders of the Minister of Health and Social Development of the Republic of Kazakhstan, the Acting Minister of Health and Social Development of the Republic of Kazakhstan and the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan in accordance with Annex 9 to this order.
3. The Department of Analysis and Development of Public Services of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in accordance with the procedure established by law to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on the Internet resource of the Ministry of Labor and Social Protection of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order, submission to the Department of the Legal Service of the Ministry of Labor and Social Protection of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
4. Control over the execution of this order shall be entrusted to the Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Ospanov E. D.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of one-time state monetary compensation, issuance of certificates"
Chapter 1. General provisions
1. These Rules for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, issuance of certificates" (hereinafter – The Rules) were developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" and determine the procedure for the provision of public services "Registration of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, payment of one-time state monetary compensation, issuance of certificates" (hereinafter - the state service).
2. The state service is provided by the local executive bodies of the cities of Nur-Sultan, Almaty and Shymkent, districts and cities of regional significance (hereinafter referred to as the service provider) to individuals (hereinafter referred to as the service recipient) in accordance with these Rules.
Acceptance of the application and issuance of the result of the provision of public services are carried out through:
1) the service provider;
2) non-profit joint stock Company "State Corporation "Government for Citizens" (hereinafter - the State Corporation).
Chapter 2. The procedure for the provision of public services
3. In order to receive a public service, the service recipient (or his representative under a power of attorney notarized by a notary or an official performing notarial actions) applies to the service provider or to a State Corporation by submitting an application in the form according to Appendix(s) 1 and (or) 2 to these Rules with the attachment of documents specified in the list of documents required for the provision of public services of the state service standard "Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation, issuance of certificates" (hereinafter referred to as the standard of public service) in accordance with Annex 3 to these Rules.
4. The list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result of the provision, as well as other information, taking into account the specifics of the provision of public services, is given in the standard of public services in accordance with Annex 3 to these Rules.
5. When submitting a full package of documents provided for by the state service standard, the service recipient is issued:
the service provider has a coupon indicating the date of registration and receipt by the service recipient of the state service, the surname and initials of the responsible person who accepted the documents;
in the State Corporation - a receipt for the receipt of the relevant documents.
6. The result of the provision of public services is issued in accordance with the standard of public services in accordance with Annex 3 to these Rules.
7. In cases where the service recipient provides an incomplete package of documents according to the list provided for by the standard of public services in accordance with Annex 3 to these Rules, and (or) expired documents, an employee of a State Corporation is issued a receipt for refusal to accept documents in accordance with Annex 4 to these Rules.
8. The formed models of citizens' cases are sent to special commissions created by the decisions of the akims of the cities of Nur-Sultan, Almaty and Shymkent, districts and cities of regional significance for the registration and accounting of citizens affected by nuclear tests at the Semipalatinsk nuclear test site, and the issuance of certificates to them (hereinafter - special commissions).
9. Special commissions, within five working days from the date of the decision on registration (refusal to register) of citizens of the Republic of Kazakhstan affected by nuclear tests at the Semipalatinsk nuclear Test site (hereinafter referred to as the decision), in accordance with Annex 5 to these Rules, draw up lists certified by the chairman of the Commission, which, together with mock-ups of personal files and Decisions of special commissions, are sent to district (city) branches of the State Corporation.
The Special Commission, in accordance with the list certified by the chairman of the commission, within five working days from the date of the decision, issues a certificate to a citizen in accordance with Annex 6-1 to the Rules for Registration of Citizens Affected by Nuclear Tests at the Semipalatinsk Nuclear Test Site, payment of one-time state monetary compensation to them and issuance of certificates confirming the right to benefits and compensation, approved by the Resolution of the Government of the Republic of Kazakhstan dated February 20, 2006 No. 110 "On certain issues of payment of one-time State monetary compensation to citizens affected by nuclear Tests at the Semipalatinsk Nuclear Test Site and issuance of certificates to them".
10. The district (city) branches of the State Corporation register the received mock-ups of cases in the appropriate journal and prepare draft decisions on awarding compensation to citizens affected by nuclear tests at the Semipalatinsk nuclear test site.
To assign compensation, employees of district (city) offices of the State Corporation send mock-ups of cases with the attachment of draft decisions on the assignment of compensation to the territorial bodies of the Committee of Labor, Social Protection and Migration of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter referred to as the compensation assignment body) within five calendar days from the date of their receipt through branches of regions, cities of republican significance and the capital of the State Corporation.
