In accordance with the Law of the Republic of Kazakhstan dated January 23, 2001 "On Local Public Administration and Self-Government in the Republic of Kazakhstan", sub-paragraphs 3), 9), 11) of Article 68 of the Law of the Republic of Kazakhstan dated April 16, 1997 "On Housing Relations", Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 20, 2019 No. 417 "On approval of the rules for the provision of housing certificates" (registered in the Register of State Registration of Regulatory Legal Acts No. 18883), Karaganda City Maslikhat DECIDED:
Approve the size and list of categories of recipients of housing certificates according to Appendices 1, 2.
This decision shall enter into force from the date of its first official publication.

The size of the housing certificate
10% of the loan amount, but not more than 1 (one) million tenge in the form of social assistance.
Up to 10% of the loan amount, but not more than 1 (one) million tenge in the form of social support.

List of categories of recipients of housing certificates

Families with or raising disabled children (who are on the waiting list for housing in local executive bodies).
2.
Mothers with many children, awarded with pendants "Altyn Alka", "Kumis alka" or previously received the title of "Mother-heroine", as well as awarded with the orders of "Maternal Glory" I and II degrees, large families (who are in line for housing in local executive bodies).
3.
Single-parent families (who are on the waiting list for housing in local executive bodies).
4.
Specialists in the field of healthcare, education, culture, sports and other industries, based on the analysis of statistical observations on labor and employment statistics, as well as taking into account the forecast of labor resources formed according to the Rules for the formation of the national system of forecasting labor resources and the use of its results, approved by the Order of the Minister of Social Protection of the Population of the Republic of Kazakhstan dated March 29, 2019 No. 154 "On approval of the Rules for the formation of the national system of forecasting labor resources and the use of its results" (registered in the Register of State Registration of Regulatory Legal Acts No. 18445) (those in the queue for housing in local executive bodies).
