Dear parents!!!
As you know, in March this year. in our city, a teenage girl was beaten by her peers. The video of this incident is actively distributed in social networks and instant messengers. The police are currently investigating criminal cases both on the fact of hooliganism and on the fact of distribution of the video.
In this regard, we would like to draw your attention to the following points.
Firstly, given that the distribution of the above video (promoting cruelty and violence) causes moral and psychological suffering to the victim and her relatives, we kindly ask you to take measures not to distribute this video and remove it from children's phones.
Also, we warn you that for the distribution and distribution of such video materials, the current legislation provides for criminal liability under Article 313 of the Criminal Code of the Republic of Kazakhstan (provides punishment in the form of imprisonment for up to 2 years).
Secondly, it is possible that today in the educational institutions of the city there may be other facts of bullying (bullying, pressure, aggression).
Often, bullying children are afraid to report such facts to adults. As a result, these offenses remain out of sight of law enforcement and authorized state bodies. As a result, preventive work with "aggressors" is not carried out.
Parents of students play a very important role in the timely detection of such offenses. Therefore, if you become aware that your child has become a victim of school bullying, please immediately report this to the police (152 Kabanbai Batyr St.; tel. 102) or to the city prosecutor’s office (58 Shakarim Ave.; tel. 75). -48-48; 8-778-775-48-48).
Thirdly, parents of children who commit unlawful acts can also be held administratively liable for failure to fulfill their obligations to raise and (or) educate minor children under Article 127 of the Code of the Republic of Kazakhstan on Administrative Offenses.
Hope for your understanding!
Prosecutor's office of Ust-Kamenogorsk
