TURKESTAN: THE ISSUE OF DRINKING WATER IN SHARDARA WILL BE SOLVED CARDINALLY
After a complete repair, the Shardara reservoir will have earthquake resistance that will withstand a 7-point earthquake. Minister of Ecology, Geology and Natural Resources of the country Serikkali Brekeshov and mayor of Turkestan region Umirzak Shukeyev arrived to get acquainted with the progress of reconstruction and improvement of seismic resistance of the warehouse dam. This issue was raised by the residents of the region themselves. The population of Maktaaral, Zhetysai and Shardara districts demanded to bring to the government important issues related to water flow in the southern regions.
Due to the reduction in the water level of the Syrdarya River, in the summer months of this year, the volume in the Shardara reservoir also sharply decreased, as a result, water quality deteriorated, disinfection work became more complicated. The reason for this was a slight precipitation and drought, as well as a decrease in the inflow of water from neighboring countries. And the operation of the water filtration and purification station in the Shardara reservoir directly depends on the water level. If the water level in the sea decreases, then all work can stop. The main water distribution station of the city, commissioned in the 80s, is already outdated and worn out. In addition, the operational installations have already been discontinued and are not currently being produced at any plant.
Akim of the region Umirzak Shukeyev said that in order to radically solve the problem, the supply of underground water "Tastanbek" with a sufficient supply of water, located 34 km from the city, in the sand, was started. The water quality is checked. Now we need funding from the republican budget. The project is planned to be fully implemented next year.
In turn, local residents are asking for a radical solution to issues with water supply. Vertical drainage wells are designed to reduce the groundwater level in order to exclude salinization of irrigated lands. The main regions with high salinity are Zhetysai, Maktaaral and Shardara districts. The area of irrigated land in Maktaaral and Zhetysai districts is 136 thousand hectares, in Soviet times 842 associations worked here, after the collapse of the USSR, the SDG is in disrepair.
In order to improve the ameliorative condition of irrigated lands everywhere and increase their fertility, as well as to be able to use for irrigation, it becomes necessary to carry out comprehensive work on the restoration and reconstruction of all failed vertical drainage wells, regardless of ownership and ownership. It should be noted that the project of vertical drainage wells in the amount of 210 pieces, planned at the expense of the Islamic Development Bank in the Zhetysai district, will be implemented in two stages.
As a result of restoring the operability of vertical drainage wells in Zhetysai district, the reclamation condition of irrigated lands will improve on a total area of 37,059 hectares, in Shardara district on an area of 64,513 hectares. 512 vertical drainage wells in Shardara and Zhetysai districts are being implemented at the expense of the Islamic Development Bank (IDB).
The gathered residents received comprehensive answers to the questions raised. Ways of solving important issues were announced, work was carried out in this direction. The necessary measures for the benefit of the population will be continued.
In 2019, 7 billion 733 million tenge was allocated from the republican budget to strengthen the walls of the water body. Thus, the gradual modernization of the reservoir, built more than half a century ago, is in full swing. The construction of the reservoir is planned to be fully completed by 2022. Currently, the modernization is being carried out in accordance with the plan.
It should be noted that the total capacity of the Shardara reservoir is 5 billion 200 million cubic meters. In the future, it is planned to introduce digital technologies at the reservoir. After the completion of the construction work, the distribution of water and its calculation will be fully automated. Electronic meters will be put up at the reservoir. All the water coming out of the dam will be calculated using a computer.
During the working trip, Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan Serikkali Brekeshov and mayor of Turkestan region Umirzak Shukeev got acquainted with the work of the fish processing plant of the agro-industrial complex "Hamit". The main activity of the cooperative, located near the Shardara reservoir, is fishing, fish reproduction, processing and sale of fish and fish products. About 300 people work here. The production capacity of the plant allows processing 6000 tons of raw materials per year. Live and frozen fish, dried and smoked fish products are also produced. The products produced by the company are in great demand on the domestic market, and are also exported to the EU countries, Russia, Ukraine, Israel, the USA, China, that is, 75% of the manufactured products are exported abroad.
For the production of products, the extracted raw materials from the Shardara reservoir are used, and raw materials are also purchased from fisheries organizations in Kazakhstan (Caspian, Aral, Zaisan lakes), Russia. In general, taking into account the duration of the growing season, favorable for fish farming in the Shardara district, if possible, it is possible to increase the volume of commercial fish farming to 10 thousand tons.
