On July 1, the new administrative procedural code comes into force. Legal experts say that qualified lawyers of the Supreme Court and the Ministry of Justice of the Republic of Kazakhstan have done a great job in adopting this Code, drawing on the experience of foreign and former Soviet states in accordance with international standards. The code reflects the activities of two forms of interaction: the procedure for the adoption of an administrative act and the process of its appeal.
"The adoption of this code is a significant event for our country. It is an important attribute of the rule of law, a reliable support of the "hearing state", which listens to the voice of the people, quickly and effectively considers all constructive requests of citizens," says Urmia Kulumbet, chief specialist of the Department of Justice of the Turkestan region.
The Code provides for the full realization of the public rights, freedoms and interests of individuals and legal entities when considering appeals from individuals and legal entities; achieving a balance of private and public interests in public relations; ensuring effective and uninterrupted public administration, including through the participation of people in managerial decision-making; and strengthening the rule of law in the public sphere.
