"There is still a question of improving national legislation to combat torture. This document, which establishes criminal liability for torture, should be brought into line with the provisions of the international Convention against torture and other cruel, inhuman or degrading treatment or punishment," President of Kazakhstan K. K. Tokayev said in his annual address.
Commissioner for human rights of Kazakhstan Elvira Azimova draws attention to the fact that Kazakhstan has always declared zero tolerance for torture, but reports of it continue to be received.
In this regard, according to the Ombudsman, a clear and effective policy is needed to ensure transparent and effective investigations of such cases based on citizens ' requests, and to ensure that the results of investigations are publicized.
Elvira Azimova emphasizes that even if such cases have not been confirmed, it is necessary to develop a clear mechanism of preventive measures to ensure the safety of citizens and respect for their rights, humanity, legality, and fairness of treatment so that citizens feel "feedback".
A few days ago, the Ombudsman gave an interview to the portal Voxpopuli.kz during which she spoke in detail about the activities of the Institute of the National preventive mechanism (NPM) in Kazakhstan.
