A resident of the Abay region received compensation from the government with the assistance of the Ombudsman's Representative

In 2023, the Commissioner for Human Rights in Kazakhstan received over 5.3 thousand applications, more than half of them from residents of the country's regions.

Today there are 20 representative offices of the Ombudsman in Kazakhstan - one in each region. The regional office of the National Centre for Human Rights opened in Abay region in August 2023, and almost immediately Sara Kairbekova, a resident of Semey, applied there.

Sara Tulegenovna is 88 years old, an honoured medical worker who has a disability due to nuclear tests at the Semipalatinsk test site. She lost her father at an early age, who was shot in 1938 and later rehabilitated.

Sara Tulegenovna was issued a certificate of recognition of her as a victim of political repression and rehabilitation in June 2023 by the Prosecutor's Office of Abay region. However, when she applied to the Centre, the woman was not provided with the necessary government services, she was also refused to accept the documents, due to the fact that the special government benefit is paid only on one basis of her choice.

As a result, she was issued a certificate of rehabilitation, which was issued to the representative of the Human Rights Ombudsman for Abay region, Dulat Zhumageldin, who sent requests to public authorities to verify the circumstances, and also helped the woman to submit an application to the Centre. On 15 November 2023, she was issued a certificate of a rehabilitated person.

Despite the fact that the applicant was twice denied a lump-sum monetary compensation, the representative of the Ombudsman helped the woman to submit an application through the Centre for Social Protection, and in early December Sara Tulegenovna was still granted a lump-sum monetary compensation as a victim of political repressions in accordance with the requirements of the Law of the Republic of Kazakhstan "On Rehabilitation of Victims of Mass Political Repressions".
