Public control over the observance of children's rights in children's institutions should be strengthened - Commissioner for Human Rights

On may 25, 2020, the Commissioner for human rights E. Azimova, together with the Commissioner for children's rights A. Sain, representatives of the Kazakhstan International Bureau for human rights and rule of law, OF "Children's Fund of Kazakhstan" met in an online format with the heads of regional education departments of Nur-Sultan, Almaty, Shymkent, members of the Republican Council, heads of educational organizations for orphans and children left without parental care, as well as heads of special education organizations.

The meeting was organized on the initiative of Vice-Minister of education and science B. Asylova and adviser to the Minister of education and science R. Sher.

Representatives of civil society Akylbekovaаnd E. Vatlina told about trainings for children in residential institutions across the country, held with the support of the Committee on the rights of the child (MES), in a remote format, with the participation of the Commissioner for human rights and participants of regional groups of the National preventive mechanism (NPM). As part of the training, children received detailed information about legislation and international documents in the field of children's rights, how to apply for protection of their rights, the right to access information and education.

In turn, the Commissioner for human rights noted that the NPM is a form of public monitoring of human rights in institutions that provide special social services. The legislation of Kazakhstan provides for the responsibility of officials for obstructing the activities of citizens participating in the NPM. Preventive visits to all types of special social institutions have been introduced since April 1, 2019.

The need to strengthen public control in order to prevent violations of human rights, especially children, in cooperation with the Commissioner for human rights and the Commissioner for children's rights, is confirmed by the tragic events and revealed systemic violations in the Ayagoz children's center for special social services in East Kazakhstan region and the Tasaryk center for special social services No. 7 in the Turkestan region.
