NURSING HOMES AND BOARDING SCHOOLS FOR PEOPLE WITH DISABILITIES ARE EQUIPPED WITH VIDEO SURVEILLANCE CAMERAS

By order of the Acting Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan A. On September 22, 2021, amendments and additions were made to the Rules of Activity of organizations providing special social services. So, there was a point that to ensure the safety of stationary type organizations is provided with video surveillance systems.

In particular, the video surveillance system is equipped with:

  • perimeter of the territory adjacent to the organization;
  • main and secondary entrances.
  • premises (places) and public offices.

As noted, at the request of close relatives, access to video surveillance is provided.

In addition, it is reported that stationary-type organizations will provide:

  • creation of the most adequate living conditions for the recipients of services in terms of age and health, close to home;
  • preparation of service recipients for the possibility of independent and independent living outside of a stationary type of organization;
  • improving the living conditions of service recipients, providing conditions for the reception of visitors;
  • creating conditions for Internet access;
  • ensuring the safety of personal belongings and valuables of service recipients;
  • informing service recipients and their family members about the scope and types of special social services, the internal regulations of the organization of stationary type;
  • Performance of the functions of guardians and trustees assigned to the administration of a stationary-type organization about recipients of services in need of guardianship or guardianship;
  • Maintenance of the building by sanitary and epidemiological standards, safety requirements, including fire;
  • modern technical equipment;
  • equipment of a stationary type organization building with special devices for the convenience of living, ensuring unhindered access to it, movement indoors and on the territory adjacent to the building by building codes and regulations.

Also, now special social services at home are provided during the daytime to elderly persons who have reached the retirement age established by the Law "On Pension Provision", who are unable to serve themselves and who need special social services in-home care for health reasons, who do not have able-bodied adult children, (spouse (gu), who are obliged by the Code to support their disabled parents, spouse (gu) and take care of them, or who have able-bodied adult children, spouse (gu), who, for objective reasons, do not provide them with permanent assistance and care (have a disability of the first, second group, oncological, mental illnesses, are in prison, are registered at a mental health center, or have left for permanent residence outside the country or live in another locality, additionally for a spouse (gi) - being at an advanced age), as well as in the case of an intra-family conflict.

The order is put into effect from October 8, 2021.
