Almost 15 billion tenge has been paid to victims of political repression since 2003

Every year, on May 31, Kazakhstan celebrates the Day of Remembrance of the Victims of Political Repression and Famine. Since 2003, this category of citizens has been paid 14.9 billion tenge as one-time monetary compensation and special state benefits.

As noted, as a result of the policy of identifying "enemies of the people", many people suffered. So, from 1921 to 1954, 100 thousand people were convicted in Kazakhstan, 25 thousand of them were sentenced to death by firing squad.

On the territory of Kazakhstan, there were the largest camps of the GULAG structure-ALZHIR, Steplag, Karlag. During the years of repression, more than 5 million people were exiled to camps in Kazakhstan.

In the 1930s and 1940s, Kazakhstan was a place of deportation for millions of Soviet citizens. In the autumn of 1937, hundreds of thousands of Koreans, Turks, Iranians, Kurds, and Azerbaijanis were resettled in the republic. Also during the Great Patriotic War, Germans, Greeks, Chechens, Ingush, Karachay, Balkars, Crimean Tatars, and other peoples were deported to the country. Their number is estimated at 1 million 200 thousand people.

By the Law of the Republic of Kazakhstan "On the Rehabilitation of Victims of Mass Political Repression", persons who have been subjected to unjustified repression and rehabilitated per the law are paid monetary compensation at the rate of three-quarters of the monthly calculation index (MCI), valid at the time of applying to the social protection authorities, for each month of their stay in these places, but not more than 100 MCI.

According to the Ministry, from 2003 to 2020, a one-time monetary compensation from the republican budget was paid for 2.9 billion tenge. The amount of compensation is from 2,188 tenge (3/4 MCI) to 291,700 tenge (100 MCI). For 2021, the republican budget provides 796 thousand tenge for these purposes.

In addition, victims of political repression, as well as persons affected by political repression, who have disabilities or are pensioners, regardless of other types of social benefits, are paid a special state allowance (SSP) in the amount of 1.07 monthly calculation index (in 2021 – 3,122 tenge).

For the period from 2005 to 2020, the SRS was paid for 12 billion tenge. In 2020, the payment of the SGP was made in the amount of 1 billion 180 million tenge. 1 billion 259 million tenge is planned for the payment of the State Pension Fund in 2021. As of May 1 of this year, the number of recipients of the GSP from among the victims of mass political repression and victims of political repression amounted to 32,229 people.

In addition, rehabilitated citizens, as well as persons recognized as victims of political repression, who have disabilities or are pensioners, have the right to:

* the time spent in custody, serving a sentence in places of deprivation of liberty, exile, forced labor with restriction of freedom in a special settlement and forced treatment in psychiatric institutions in the length of service for receiving a pension-in a triple amount;

* receiving regular work leave at a convenient time for them, as well as additional leave without pay for up to two weeks a year;

* priority phone installation;

* priority placement in residential homes for the elderly and disabled, living in them on full state support;

* preferential provision of prosthetic and orthopedic products;

* free consultation of lawyers on issues related to rehabilitation.

As noted, local executive bodies, by decision of local representative bodies, have the right to establish additional measures at the expense of local budgets to provide material and other types of assistance to persons who have been subjected to political repression and rehabilitated by the law.

Thus, every year, on the Day of Remembrance of the Victims of Political Repression, local executive bodies provide one-time financial assistance to victims and victims of political repression.

In 2021, at the expense of local budgets, one-time financial assistance will be provided to 10,230 citizens for 198.4 million tenge in the amount of 5,834 (2 MCI) to 43,755 tenge (15 MCI).
