In Nur-Sultan and Almaty, as a pilot, probationers were monitored using smartphones.
Now released or conditionally convicted persons, as well as those who are sentenced to restriction of freedom, are monitored, checking them at their place of residence, work or study. Also, such citizens need to come and register with the probation service at least once a month.
However, in 2020, Nur-Sultan and Almaty conducted a pilot project, in which electronic tracking tools were used instead of the old methods: the convicts who received a positive characteristic, about 95 percent of them, decided to follow through smartphones. And for violators of the order of serving the sentence, they plan to wear special electronic bracelets that send signals to the tablets of the employees of the CUIS.
"In general, this can have a positive impact on the state of crime among persons registered with the probation service, while preserving the property, health, and most importantly the life of law-abiding citizens of the country. Also, the convicts will be able to save personal money, travel costs, do not have to leave work, and look for vehicles to arrive at the probation service," the CUIS explained.
Now, according to the press service, remote control devices will be introduced in the country. This was stated by Minister of Internal Affairs Zapparov Arystangani at a meeting of the Commission on Human Rights on the issue of ensuring the constitutional rights of vulnerable categories of convicts.
"The modern penal system is successfully passing through the era of modernization. Bringing the conditions of detention of convicts in line with international standards, reforming the execution of criminal penalties, and eliminating the facts of torture is one of the main tasks facing the internal affairs bodies. Kazakhstan has significantly improved its performance in the world ranking, " he said.
Currently, 32,507 people are registered with the probation service, of which 1079 (for 3 months) are violators of serving their sentences. Electronic wristbands will be used against so-called violators.
It is known that the offer to purchase electronic tracking devices and tablets for employees has already been supported, but the number is still unknown.
