Statement of the Commissioner for Human Rights at the Warsaw Human Dimension Conference 2023

The presentation was prepared for the speech of the Commissioner for Human Rights of the Republic of Kazakhstan at the Warsaw Human Dimension Conference on October 9, 2023. The report highlights the key areas of the institution’s work, including measures taken in response to the events of January 2022. Particular attention is given to the protection of detainees’ rights: the release of hundreds of individuals, support for minors and injured persons, as well as the prevention of violations in detention facilities. Steps to strengthen efforts against torture are outlined, including stricter legislation, holding law enforcement officials accountable, and improving oversight mechanisms. The presentation also addresses issues of constitutional reform, the expansion of the Commissioner’s powers, and priority tasks in human rights protection, with a focus on fostering constructive engagement with state authorities.
