Humanitarian assistance in a pandemic COVID-19 should be available

Under strict quarantine, pandemic COVID-19, every minute counts, especially when it comes to the lives of our fellow citizens, and emergency medical care.

As it was already reported in the media, humanitarian aid in the form of medical devices has been delivered to Kazakhstan, and there is a critical shortage of them today. And for medical products, namely, devices for artificial lung ventilation (ALV), pulse oximeters, and mercury contact thermometers without delay went to medical centers, clinics, hospitals and hospitals, the Chairman of the Committee for technical regulation and Metrology of RK MIT Arman Shakkaliyev signed the necessary Order.

Now the procedure is significantly simplified, namely, it is allowed not to register in the Register of state measuring instruments of the Republic of Kazakhstan measuring instruments imported as humanitarian aid. This is a temporary measure in a pandemic, but the end users of measuring instruments (medical centers, hospitals and etc.)

required to provide initial and periodic verification of measuring instruments according to article 19 of the Law "On ensuring the uniformity of measuring instruments".

In accordance with the direction of accreditation, verification laboratories in the regions must accept for verification measuring instruments imported as humanitarian aid that have not been registered in the Register of the GSI of the Republic of Kazakhstan.

It should be noted that these operational measures were taken to ensure the unhindered acceptance of humanitarian assistance for the release of medical devices into circulation.

The COVID-19 pandemic, which has engulfed the entire world, is a serious test for humanity and the adoption of such non-standard measures is the need to make adjustments to ensure the availability of humanitarian supplies for medical purposes, to save the lives of people in need.

The basis for this decision is the decree of the Government of the Republic of Kazakhstan dated December 30, 2009 No. 2298 "on determining cases of import of medicines and medical devices into the territory of the Republic of Kazakhstan as humanitarian aid that have not passed state registration".
