On October 20, 2023, a number of procedural decisions were made at an online meeting of the EEC Council. The Kazakh side was represented by Deputy Prime Minister Serik Zhumangarin.
It was decided to extend the validity period of the simplified procedure for documenting the origin of goods imported from countries with which the Eurasian Economic Union has free trade agreements. Previously, this possibility was provided for in the law of the EAEU until December 31, 2023. Now it has been extended for another two years.
Businesses will be able to confirm the origin of their goods in order to receive tariff preferences by providing a copy of the certificate of origin of the goods instead of the original. However, the business is not exempt from the requirement to submit the original document, only a delay of six months is given.
In addition, amendments have been made to a number of documents: to the technical regulations of the Customs Union «On the safety of small vessels» in terms of clarifying the scope of distribution of this document, to the Rules for registration and examination of medicines for medical use. In the last document, the rules for issuing indefinite registration certificates for medicines registered more than 5 years ago have been adjusted.
The procedures for conducting an assessment of the actual impact (FEV) in relation to the decisions of the EEC and the assessment of the regulatory impact in relation to international treaties within the EAEU have been approved. The actual impact assessment will be carried out after three years from the date of entry into force of the relevant decision.
The process itself will consist of two stages:
The first stage is the current assessment. This is holding public consultations with representatives of business associations and business entities of the parties and summarizing their results. According to the time for the first stage, no more than 90 days are provided: 60 - for public consultations and 30 - for a set of received comments and suggestions.
