The Ministry of Trade and Integration approached the issue of providing the country with grain and flour at stable prices in a comprehensive manner.
Thus, on September 27 of the current year, during the meeting chaired by the Minister of Trade and Integration Shakkaliev Arman Abayevich with the participation of the Ministry of Agriculture, JSC NC «Prodkorporatsiya», KTZ - freight transportation, akimats of regions and cities of Astana, Almaty and Shymkent, discussed the current situation in the market and set priorities for the organization of work in this direction.
According to the Committee of Trade on the results of the ongoing monitoring revealed an increase in flour in 13 regions - Astana, Almaty, Shymkent, Almaty, Atyrau, Zhambyl, Kyzylorda, Kostanay, Karaganda, Pavlodar, Turkestan, Zhetysu and Ulytau regions.
Taking into account that grain and flour are a key link in the cost of production for many goods, the Ministry of Agriculture has taken special control over the issue of timely shipments of grain from the reserves of Prodkorporatsiya, as well as the establishment of regional flows of flour.
For reference: 10 items out of 19 socially important food products depend on the cost of wheat, of which 3 SIFP (flour, bread, cones) have a direct dependence and 7 SIFP (milk, kefir, cottage cheese, butter, beef, chicken meat, eggs) have an indirect dependence.
As a result of the meeting, clear instructions were given to sign the necessary memorandums.
For effective realization of the task, akimats should promptly work out their needs, form a list of flour mills-operators, send an application to the Ministry of Agriculture of the Kyrgyz Republic.
Prodkorporatsiya and ship grain in a timely manner. In turn, KTZ was instructed to ensure domestic transportation of grain and determine it as a priority.
Also, the territorial departments of the Ministry of Trade and Integration were involved in this work to control compliance with the trade markup and the Agency for Protection and Development of Competition to identify anti-competitive actions and facts of price collusion.
In addition, the Ministry, given the abnormally sharp price increase with the Agency for Protection and Development of Competition of the Republic of Kazakhstan, is working on the issue of inspections for price collusion and anticompetitive actions of market participants, as well as taking appropriate measures within the framework of antimonopoly legislation.
Also, a request was sent to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan to identify 15% trade markup on the sale of flour of 1 grade according to the information system of electronic invoices.
Further positive trend of flour prices growth depends on the efficiency of akimats in obtaining cheaper grain of NC «Prodkorporatsiya» JSC and KTZ on delivery of grain to the regions.
