On Friday, in the digital office of the Government, Minister of Trade and Integration Arman Shakkaliyev was shown the work of the information systems E-KTRM, the «National System of Traceability of Goods» (NSTG) and Smart QR.
A pilot project Smart QR has been launched for the transparency of the activities of retail facilities. Today, 947 subjects of trading activity are connected to the system, 21 of them are trading markets. Thanks to Smart QR, consumers can get all the information they are interested in about the market and tenants, get acquainted with the prices of socially significant products sold and file a complaint.
E-KTRM is an automated information system developed in accordance with the Law of the Republic of Kazakhstan «On Technical Regulation» and designed for storing, processing, searching and transmitting information contained in the registers of technical regulation, the state system for ensuring the uniformity of measurements, the national standardization system and unified registers issued or accepted documents on conformity assessment of the EAEU.
At the moment, the E-KTRM information system has been put into trial operation, a phased launch of all modules is planned. Currently, the system has issued 285 test certificates of verification.
After hearing the presentation, Arman Shakkaliyev noted that digital formats in trade and technical regulation significantly increase the speed and efficiency of work due to increased productivity, reduced errors, reduced costs and corruption risks. Therefore, digitalization should take place and be measured in specific indicators and results. For example, in the field of accreditation, the Dream To Be model in the future allows to achieve a reduction in contacts between subjects and assessment personnel from 330 to 3, the terms of consideration of documents by at least 30% and documents created during the evaluation process from 101 to 31, and the data that is already in the IS should be available and displayed in automatic mode.
Next, Arman Shakkaliyev was shown the National Product Traceability System (NSTG), which operates in a pilot mode and is an electronic mirror of the measures taken to stabilize prices for SSFP.
To date, the pilot project is working on 9 items from the list of socially significant products: flour, potatoes, onions, carrots, cabbage, chicken egg, rice, sunflower oil and butter.
«Our first task is to understand what the actual volume of stocks of essential products exists in the context of regions. Thanks to integration with retail chains, starting from large and ending with small stores «at home», we will monitor pricing and the marginal premium on SSFP when selling to the end consumer», – explained Almat Ismailov, the head of the NSTG project.
The project manager noted the regions actively participating in the creation of an electronic database – Astana, Shymkent, Akmola region. The least active are the West Kazakhstan region, the North Kazakhstan region and the Ulytau region.
Summing up the meeting, Arman Shakkaliyev said that this off-season all market participants (Social and entrepreneurial Corporation, Agricultural producer, trade entities engaged in sales) should digitize data and enter the NSTG.
«From the point of view of counter obligations, in order to receive subsidies from the Ministry of Agriculture, the requirement of presence in this system should be mandatory. Those who do not work in the system do not receive subsidies», – the Minister said.
