Measures to implement the Address of the Head of State, the fight against «gray»certification, regulation of the export of oilseeds - discussed at the Public Council

On September 7, a regular meeting of the Public Council on Trade and Integration was held with the participation of the Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliyev.

During the meeting, Arman Shakkaliyev announced a number of priority measures to implement the Address of the Head of State.

Thus, as part of the development of domestic trade and market protection, it was proposed to increase the share of modern trade formats to 70%, legislatively and institutionally strengthen the activities of the Situational Headquarters to restrict the import of low-quality products.

As part of the Eurasian integration, a package of legislative amendments on exchange trading has been prepared, and the promotion of our products to the EU, USA and Southeast Asian markets is actively developing.

As part of the agenda of the meeting, Dmitry Savelenko, Executive Director of the Kazakhstan Association of Participants in the System of Technical Regulation and Metrology, voiced the issue of implementing the action plan to combat «gray» certification for the 1st half of the year and new measures for the 2nd half of this year.

To which the chairman of the Technical Regulation and Metrology Committee Kuanysh Yelikbayev replied that more than 100 facts of illegally issued documents have already been identified and sent to the EEC and our partners from the EAEU countries, some of them have already been canceled.

«Together with the SRC of the Ministry of Finance of the Republic of Kazakhstan, work was carried out with unscrupulous declarants during customs clearance, in general, 245 documents on conformity assessment were canceled, 23 accreditation certificates were withdrawn through the National Accreditation Center, of which 14 were completely withdrawn. For systemic measures, the obligation of accredited laboratories for toys is introduced, a methodology for choosing the form of conformity assessment is proposed, proposals for strengthening their legislation have been sent to the EAEU partners», - Kuanysh Yelikbayev explained.

Chairman of the National Association of Oilseed Processors Yadykar Ibragimov made a proposal to regulate the export of oilseeds in order to fulfill the tasks set by the Head of State, namely, increasing the share of processed products in the agro-industrial complex to 70% within 3 years. During the discussion by the Ministries of Trade and Integration, Agriculture, it was explained that the issue requires detailed consideration, taking into account the stakeholders. Following the discussion, the Chairman of the Council Ruslan Shaekin recommended to create a working group from among representatives of the Public Council and interested government agencies to work out the issue.

Also, according to the Association, the current norms of TR CU 024/2011, in particular, the content of transisomers of fatty acids in creamy vegetable, vegetable-cream spreads, as well as in margarine, make domestic producers of fat-and-oil products dependent on the supply of palm oil, while excluding the possibility of using traditional domestic vegetable oils (sunflower, rapeseed, linseed) when the manufacture of these products, since compliance with the norms of the TR CU 024/2011 standard, due to the peculiarities of the biological composition, is possible only with the use of palm oil. To reduce import dependence and ensure sustainable food security, the National Association of Oilseed Processors (NAPMC) proposed to amend the norms of TR CU 024/2011. Following the discussion, it was decided to work out and send a consolidated position to the EEC jointly with the authorized body in the field of healthcare and other manufacturers.

During the meeting, the issue of the President of the Association of Sugar, Food and Processing Industry Aizhan Nauryzgalieva on the introduction of commercial quality standards for fruit and vegetable products in retail chains was also considered.

Comments were received on all the issues raised from representatives of state agencies, the Council's decisions are included in the minutes of the meeting.
