The Ministry of Trade proposed to exclude the fee for issuing certificates ST-KZ

The Ministry of Trade and Integration has developed amendments to the Rules for determining the country of Origin of Goods. These Rules regulate the procedures and requirements for obtaining the CT-KZ certificate for the participation of domestic producers in procurement.

The corresponding draft order is posted on the portal «Open NPA» for public discussion.

Main proposed changes:

  1. Directly fix that certificates are issued free of charge (currently, the regional chambers of Entrepreneurs of NCE «Atameken» generally charge a fee of 4 MCI for issuing a certificate);

  2. Raw materials and materials from the CIS countries will no longer be equated to Kazakhstan (The term «goods of third countries» is replaced by the term «goods of foreign origin» Currently, goods from the CIS countries are not considered foreign, respectively, materials and components produced in the CIS countries are actually equated to Kazakhstan when they are used in the production of goods, that is, the changes will not allow further circumventing the requirement to perform technological operations));

  3. A requirement is introduced for mandatory photo and video recording of the production of goods before issuing ST-KZ;

  4. The cancellation of certificates will be carried out only after the decision of the authorized body (currently there is a practice according to which certificates are canceled at the initiative of the applicant, which does not allow timely measures of state control and to bring to justice for illegal issuance);

  5. A requirement is introduced to provide conformity assessment documents (certificates or declarations), ensuring compliance with mandatory requirements for the safety of goods and other offers.

The public discussion will last until August 28 this year.
