On July 17 of this year, 2023, a regular meeting of the Public Council on Trade and Integration was held. By a majority of votes, the chairman of the «National Association of Oilseed Processors» Yadykar Ibragimov, joined the Council. He replaced Amangali Berdalin, the newly appointed Vice Minister of Agriculture of the Republic of Kazakhstan.
During the meeting, the issues of setting limits on the amounts of cash withdrawals from bank accounts, labeling of medicinal products, quotas for live cattle exports, stock trading and others were discussed.
Thus, the Association of the Meat Union of Kazakhstan raised the issue of quota mechanisms for the export of live cattle. According to Askar Zhubatyrov, Executive Director of the «Meat Union»there is currently an oversupply of meat products on the market.
«We ask you to reconsider the calculation methodology for determining the total quota amount, since the allocated volume does not correspond to the real possibility of exporting live cattle. According to expert calculations, this figure is equal to 200,000 cattle. Properly distributed quotas will increase the efficiency of actually operating enterprises for fattening beef breeds of cattle, increase their profitability and have a positive impact on the development of the meat industry in Kazakhstan», -Askar Zhubatyrov said.
It is proposed to discuss this issue at the site of the Ministry of Agriculture of the Republic of Kazakhstan and make a balanced decision based on the calculation of the balance of production and consumption, and submit it to the meeting of the Interdepartmental Commission
Temirlan Zhakipbekov, President of the «Bastama» Institute, suggests revising the terms of trading by legal entities on stock exchanges, pointing out the difficulties of using methods of price variation when selling products. In this regard, he suggests that MTI regulate the concepts of «exchange» and «trading platform», and also consider the possibility of assigning the functions of monitoring the activities of exchanges to the Ministry of Commerce.
Arman Shakkaliyev commented on the issue of exchange trading, noting that at the expanded Board of the Ministry of Trade and Integration, the Minister instructed to prepare a package of amendments to the legislation in the field of commodity exchanges.
«We have already sent a number of proposals to consolidate the function of monitoring the activities of exchanges. Today, the state control is led by the Agencies for the Protection and Development of Competition, and the policy is led by MTI. Given that we have a Trade Committee, we can take over the control function. Moreover, in June of this year, a Coordinating Council was established to improve the efficiency of intersectoral coordination of the activities of state bodies on exchange activities», -concluded the First Vice Minister of Trade and Integration of the Republic of Kazakhstan.
