Arman Shakkaliyev met with the population of Kostanay region
On June 21 of this year, First Vice Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliyev held a meeting with the population in Kostanay region, a personal reception of citizens and visited a number of industrial, commercial and agricultural facilities.
«I am glad to visit Kostanay region, which is a major supplier of grain crops, with a developed timber processing, ore processing and food industry», - Arman Shakkaliyev noted during a meeting with the population.
According to the First Vice Minister, since the beginning of the year, the increase in prices for socially significant food products in the region amounted to 3.9%, which is lower than the national average by 0.4%.
According to the Bureau of National Statistics for Kostanay region, in January-May 2023, the domestic trade turnover amounted to 498 billion tenge, or 19% compared to the level of the corresponding period in 2022. Including, retail trade accounts for 190.9 billion tenge and wholesale trade for 307.5 billion tenge. A total stock of vegetable products has been formed for the next off-season of 2024 in the amount of 2,390 tons for a total amount of 314.2 million tenge.
«7.3 billion tenge was allocated for the implementation of the SSFP pricing mechanism, of which 2.8 billion tenge was allocated for the activities of the stabilization fund, 4.5 billion tenge for the «revolving scheme». The First Vice Minister also announced the work being carried out jointly with the Ministry of Agriculture to amend the rules for the forward purchase of socially significant products for stable funds, which will begin to operate from July 2024, where the purchase of 9 products out of 19 will be carried out directly from the manufacturer with a counter obligation to sell products on the domestic market. The control of such a purchase will be carried out through the traceability system of goods.

«I agree with you that, if there are such specialists who can determine technical competence, such practice may be applicable. Therefore, we will give the appropriate instruction, work out and provide an answer», - Arman Shakkaliyev said.

Bakir Bekirov, a major producer of vegetable products and a wholesale entrepreneur for the sale of vegetables in the region. He said that there are sharp price spikes during the off-season and winter for cucumbers, tomatoes, greens, etc. Is the issue of supporting business in growing vegetables in greenhouse conditions being considered?
He also voiced the issue of potato production in the region in large volume, but there are no processing enterprises in the country to sell these products. Is it planned to adopt a special financing program for the organization of processing potatoes, fries, chips?
«The Ministry of Trade and Integration has developed a standard that contains definitions and regulations of what a greenhouse is. This standard will be included in the rules», - the Vice Minister said.
The Deputy Director of the Department of Agriculture Sultan Ayhan also commented on this issue about the plans of the Ministry of Agriculture to amend the rules and subsidize electricity and gas costs.
