Serik Zhumangarin held an online reception of citizens in the public reception of the «AMANAT» party

June 21 , vol .Deputy Prime Minister – Minister of Trade and Integration of the Republic of Kazakhstan Serik Zhumangarin held an online reception of citizens at the site of the public reception of the «AMANAT» party. 

Citizens who made an appointment with the Deputy Prime Minister asked their questions and shared their problems for two hours. Most of the citizens' questions related to the promotion of domestic products to foreign markets, state support for new industries in the field of agriculture, lack of water for irrigation in the Turkestan region, food security, etc.

During the reception, the issue of production of traditional Kazakh drinks – kymyz and shubat, products of deep processing – dry mare's and camel milk was discussed. The products are manufactured according to the latest technologies, certified according to German standards. The entrepreneur is interested in supplying his products to the markets of the EU, USA, and China. If the process with the sale of camel milk in China is established and there is a national standard, then the import of saumal is impossible due to its absence. High import duties serve as an obstacle for delivery to the markets of the EU and Turkey, since this product falls under the general category of dairy. In the USA, there are temporary restrictions on the import of certain animals and animal products, including saumal and shubat.

As Serik Zhumangarin noted, the reduction of the import duty on the import of saumal to the EU and Turkey is a negotiation process that may be initiated after assigning a separate HS code to the product. The Ministry of Trade is currently dealing with this issue.

«This is just the example when the state should help business. In September, an exhibition will be held in Urumqi, where it will be possible to discuss in detail with representatives of state agencies of the People's Republic of China the possibility of developing a national standard for saumal. We are stepping up work with US embassies and EU government agencies to accelerate the possibility of bringing our product to export markets», — Serik Zhumangarin said.

Also, during the reception, a migrant from the Turkestan region to the North Kazakhstan region addressed the Deputy Prime Minister. He presented a business plan for a pilot project for the cultivation of fodder crops with a high content of nutrients, the production of feed and vitamin-mineral mixtures specially adapted for raising livestock in the north, when animals stay in stalls for almost six months. According to him, he has 7,400 hectares of land, these are pastures, hayfields, cultivated lands. The farmer asks for financial support at the initial stage from the state.       

In turn, Serik Zhumangarin thanked the farmer that he came to the Government for support. He informed the farmer about the possibility of obtaining microcredits within the framework of the state program "Auyl Amanaty", the purpose of which is to retain professional specialists in the village. Preferential lending will make it possible to establish agriculture in your region. Microcredits are provided by akimats for up to 5 years (in the field of animal husbandry – up to 7 years) at a low interest rate of no more than 2.5% per annum. The maximum amount of a micro–loan is 2.5 thousand. MCI, this is 8.6 million tenge. For agricultural cooperatives, the maximum amount is up to 8 thousand. MCI or 27.6 million tenge.

The Deputy Prime Minister instructed the Ministry of Agriculture to consider all possible support measures and organize a meeting with the Akim of the North Kazakhstan Region to review the business plan.

During the meeting, projects on the cultivation and purchase of green goods (fruits, berries, green vegetables), deep processing of fruits and vegetables, as well as issues of coordination of the technical regulations of the Customs Union, the activities of veterinary services and the maintenance of homeless animals were announced.

On all the issues raised, Serik Zhumangarin instructed the supervising authorities to sort out the situation within a week and inform about the results.
