Serik Zhumangarin took part in the meeting of the EEC Council in Moscow

Significant steps towards the elimination of trade and economic barriers for Kazakhstani suppliers were made following the results of the two-day meeting of the EEC Council, which took place on April 20-21 in Moscow. The meeting considered over 35 issues in the areas of public procurement, mutual trade, technical and customs regulation, industry, energy, and international cooperation. The Kazakh delegation was headed by Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan Serik Zhumangarin.

Thus, amendments have been made to a number of documents that allow Kazakh suppliers to freely participate in public procurement of industrial goods of the EAEU countries, including by presenting the CT-1 certificate. The list of conditions of production and technological operations that determine the origin of goods from the EAEU member states has been supplemented with 38 positions in relation to goods of special engineering, medical products and oil and gas engineering. In addition, for 174 goods for which such conditions are not provided, the members of the EEC Council decided to apply the criteria for sufficient processing of goods provided for by the rules for determining the country of origin of CIS goods. These amendments will make it possible to exclude the practice of the EAEU countries applying national conditions of production and technological operations for goods purchased as part of public procurement.

In order to level trade barriers through veterinary control, the members of the Council came to a single decision on the issue, which has been discussed since 2019. Now the participants decided to control the content of the remainder of unnamed veterinary medicines in food products of animal origin exclusively by research methods included in the unified list of standards to the Technical Regulations on Food Products. This will reduce the risks of introducing trade barriers by the EAEU member states using uncoordinated research methods that are not certified in other countries.

The approaches to providing financial assistance in the implementation of joint industrial cooperation projects by the countries of the Union were also approved. The draft decision provides that financial assistance will be provided in the form of subsidizing interest rates on loans and loans issued by international and national financial organizations at the expense of the EAEU budget. The document will be submitted for signature by the heads of the EAEU member states at a meeting of the Supreme Council.

The next meeting of the EEC Council will be held on May 19, 2023.
