The Agreement on the use of navigation seals for tracking traffic in the EEU has entered into force

The Agreement on the use of navigation seals for tracking traffic in the EEU entered into force on April 3, 2023, which was signed by the heads of the EEU member states in Moscow on April 19, 2022.

The Agreement defines the cases and procedure for the use of navigation seals, tracking objects, participants in tracking the transportation of goods, the basics of information interaction between national operators and regulatory authorities.

The implementation of the Agreement will ensure transparency of international transportation and exclude «false transit» and «false import», as well as minimize the use of state control measures in relation to goods transported through the territory of the EEU.

For business, the advantages of this Agreement are the possibility of seamless transit of their goods on the territory of the EEU, the exclusion of additional forms and control measures by the regulatory authorities of the EEU.

That is, if a seal is applied, then there will be no need to check the goods in each member state of the EEU, and in some cases several times in one route. Such conditions significantly reduce time and financial costs and generally contribute to the removal of additional administrative barriers for business.

In order to adapt the participants of transportation, the Agreement provides for the phased introduction of tracking, taking into account the categories of goods and modes of transport by which they are transported.

For example, at the first stage, sanctioned, excisable goods (alcohol and tobacco) transported by road and railway transport, as well as consumer goods transported by motor transport are subject to tracking.

At the second stage, all goods in the framework of customs transit, transported by motor transport, as well as consumer goods transported by railway transport will be tracked.

At the final third stage, all goods transported within the framework of customs transit by railway transport are covered.
