Sugar factories were allocated 18.3 billion tenge under revolving schemes

The course of financing sugar factories under revolving schemes and the situation with the production of domestic sugar were discussed in the Government under the chairmanship of Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin.

According to the First Vice-Minister of Trade and Integration Arman Shakkaliyev, today 18 regions have provided financing for sugar factories for the purchase and processing of raw sugar in the amount of 18.3 billion tenge.

«The «Aksu Kant» plant remained the last, but the SEC of Almaty has already signed an agreement with it for the amount of 2.6 billion tenge», — Arman Shakkaliyev informed.

According to the Ministry of Agriculture, the total daily capacity of sugar factories in Kazakhstan is 8.7 thousand tons for processing sugar beet and 2.4 thousand tons for raw cane. At the same time, the annual consumption of sugar in the country is 530-550 thousand tons, the provision at the expense of domestic raw materials is less than 10%.

«In 2022, the provision of the domestic market with sugar due to the processing of domestic raw materials amounted to 51%, of which 6% (33 thousand tons) due to beet sugar. This year, the plants plan to produce about 400-450 thousand tons of sugar, including 50 thousand tons of beet raw materials, the rest of the volume – from cane raw sugar. To this end, akimats of Zhambyl and Zhetysu regions are working to expand the acreage of sugar beet by 6.5 thousand hectares (from 11.6 t.ha to 18.1 t. ha)», — Vice Minister of Agriculture Yerbol Taszhurekov said.

Along with this, in order to support the sugar industry, the Ministry of Agriculture increased the standards of subsidies for the volumes of sugar beet delivered for processing from 15 to 25 thousand tenge per ton.

In 2022, the work of the Aksu sugar factory, located in Zhetysu, was suspended. Now the plant is working on the installation of a line for processing raw cane with a capacity of 10 thousand tons per month. According to the akimat of Zhetysu, 3 thousand tons of raw cane have already been purchased at the plant, the readiness of the technological line for processing raw cane of Aksu Kant LLP is 98%.

One of the existing problems is the high cost of fuel oil, which affects the final cost of sugar. For his part, Vice-Minister of Energy Magzum Magauov informed that currently the price of fuel oil has decreased to 100-130 tenge/kg from large givers. He confirmed the willingness of the owners of raw materials to conclude a contract at these prices.

Following the meeting, Serik Zhumangarin instructed the akimat to ensure the launch of the Aksu sugar plant as soon as possible, and the Ministry of Energy to assist the sugar plant in concluding a contract for the supply of fuel oil with the manufacturer.
