Deputy Prime Minister-Minister of Trade and Integration Serik Zhumangarin held the first meeting with residents of the regions this year in Shemonaiha, a city of the East Kazakhstan region.
The Deputy Prime Minister told the residents of the city about the measures taken by the Government to stabilize prices for basic foodstuffs and develop production in the country. These are commodity interventions of vegetables from stabilization funds in the region's retail chains, support for agricultural producers, an increase in domestic production of poultry meat, sugar, milk and dairy products, refined sunflower oil.
At the meeting, the head of the peasant farm «Raush» Alexander Raush, raised the issue of the sale of hides of cattle and small cattle.
«There's nowhere to put the skins. They throw themselves out. Is it possible to organize a centralized reception of skins or legislatively approve that the manufacturer must hand over the skins to the receiving point?»— he asked.
Serik Zhumangarin noted that this is one of the most frequent questions that is asked at meetings in almost every region.
«The current restrictions on the export of hides have now led to the fact that such raw materials have become almost unclaimed. Meanwhile, farms and rural residents could receive real money for it. In the near future, we will consider the possibility of opening the export of hides at an Interdepartmental Commission without infringing on the interests of specialized enterprises for their processing inside Kazakhstan»,— the Deputy Prime Minister said.
Also at a personal reception of citizens, individual entrepreneur Yerzhan Dakiyev raised the issue of the possibility of introducing a mandatory share of Kazakhstani goods in prominent places on retail shelves in chain stores. In response, Serik Zhumangarin informed that this work is already underway. The Senate of the Parliament is considering amendments to synchronize the norms of the recently adopted law providing for the competence of the Ministry of Trade and Integration for state control over the restriction of access of goods to retail chains and large retail facilities with the Code of Administrative Responsibility. A separate order introduces changes to the Rules of Internal Trade.
«This document clearly outlines the contours of the work of retail facilities. This is 30% of Kazakhstan's products in the central places, that is, at the eye level of the consumer. An analysis of the regulatory impact on the norm for increasing the retail space and shelf space for domestic products by up to 50% is being developed», — Serik Zhumangarin explained.
Today, MTI, together with the Ministry of National Economy, is working on launching a state support tool as part of the ongoing work to increase the share of modern trade formats to 70% by 2027. In particular, amendments and additions to the Rules for Subsidizing part of the Remuneration rate of the National Entrepreneurship Development Project. The changes imply preferential subsidization of part of the remuneration rate for construction and modernization projects of modern retail facilities and multifunctional complexes. At the same time, counter obligations on the part of shopping centers will be the provision of retail outlets for the sale of goods from local manufacturers.
On the same day, Serik Zhumangarin held a briefing for the media.
