The development of the sheep industry was discussed by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin at a business breakfast with farmers. At the morning meetings that have become traditional, the Deputy Prime Minister invites representatives of various areas of agriculture to listen to the main business problems and proposals for the development of the industry. This time, the problems were discussed with sheep farmers who arrived from various regions of the country. The most pressing issues raised at the meeting by sheep farmers are the condition and shortage of pasture lands around villages, wells for livestock, tax burden, lack of specialists.
«Now the state commission is seizing unused land. Colleagues correctly noted that we want to raise sheep, but there is nowhere to graze. Give us pasture lands, we will quickly show the result. The whole world eats mutton. 20 thousand breeding stock give 20 thousand lambs, we sell abroad for 50 thousand tenge, only one farm will bring 1 billion tenge, and, accordingly, taxes to the state treasury»,— said Almat Zharasbayev, head of Ak—Bidai-Agro LLP (Kostanay region).
According to Serik Zhumangarin, a state program is being developed to use the waters of the Irtysh for irrigation of lands in the Pavlodar and Abai regions. Thanks to her, 64 thousand hectares of land will be put into circulation.
«I have a feedlot for 5 thousand heads. Tomorrow I will sell them for 50 thousand tenge. It turns out that my working capital is 250 million tenge, and I automatically become a VAT payer. Up to 5 thousand heads – we are on a peasant farming regime. Over 5 thousand – we switch to the generally established tax regime, and if the «turnover» – is 60 million tenge, then we become VAT payers. I would like to draw the State's attention to this situation. Because of this, we cannot increase production volumes»,— the head of the Zheti—Khan Farm (Zhambyl region) said Sayat Zhetybaev.
Serik Zhumangarin told the participants about the microcredit program in force in the country, including for agriculture. And the sheep industry will also be covered by this program.
«The Head of State stressed the need to introduce positive experience in the creation of agricultural cooperatives in all regions of the country. The state will allocate 1 trillion tenge for the development of cooperation within the framework of replicating the experience of the Zhambyl region to increase the incomes of rural residents. This is a lot of money, it needs to be used effectively. Now we are developing anchor projects. We invite you to join their development and give your suggestions for the development of the industry», — S. Zhumangarin said.
In 2022, 19.8 billion tenge was allocated from the state budget for the development of sheep breeding. The main number of sheep is located in Turkestan, Zhambyl and Almaty regions. As of January 1, 2023, the number of sheep in the country is 19 million heads. The country's lamb supply exceeds 106%.
