Electronic invoices allow you to detect the excess of the trade mark-up

On February 7 this year, at a Government meeting chaired by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov, the implementation of new approaches to price stabilization for socially important food products was considered. Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin made reports on the given topic.

According to S. Zhumangarin, by the end of January this year, inflation was 1.1%, including food 1.4%, non-food 0.9%, paid services 0.7%.

The highest growth rate since the beginning of the year is observed in Mangystau region – 3.4%, Ulytau region – 2.8% and Astana city – 2.5% (0.8% higher than Kazakhstan).

In terms of goods, the maximum growth since the beginning of the year was recorded for onions — 22.5%, rice — 5.2%, cabbage — 4.1%, milk and carrots — 3.1%, potatoes — 3%, horns — 2.6%.

The Head of State has set the task to revise the instruments of price stabilization. All the necessary methodological and legal work has been done at the Government level.

First, the approach to issuing loans directly to producers has been reformatted, raw materials for sugar factories have now been financed.

Secondly, the mechanism of formation of stabilization funds has been changed, the purchase is carried out during the harvest period, when competitive prices are on the market, and the sale of products of stabilization funds is carried out during the off-season.

Third, a forward purchase mechanism has been introduced, allowing manufacturers to contract with the storage of products until the moment of sale.

«This year it will allow using the harvest of 2023 until April 2024. The forward method of purchase is being implemented in 8 regions (Akmola, Pavlodar, North Kazakhstan, Zhetysu, Kyzylorda, Abai, Ulytau, Aktobe regions). In addition, B2B meetings with the business community of Pakistan, Tajikistan, Uzbekistan and Iran and the regions of Kazakhstan were organized to saturate the domestic market with early imported vegetable products. Retail chains have already worked out the supply of vegetables in the amount of 9,200 tons. A green corridor for the supply of products from Uzbekistan has been organized. I would like to note that all major retail chains of the republic are involved in the work to stabilize prices. It is necessary to ensure timely contracting of imported vegetables by regional retail chains to prevent seasonal price fluctuations», —S. Zhumangarin said.

As a result of the work done, the actual reserves due to the contracting of the 2022 harvest, according to MY information, today amount to 110% onions, 105% potatoes, 87% carrots, 70% cabbage.

«We will evaluate the effectiveness of commodity interventions through an analysis of the dynamics of price reduction, as well as the volume and price of products sold according to the ESF (electronic invoice) and fiscal data operators», — S. Zhumangarin said.

According to the Government's instructions, the work of regional commissions to investigate intermediary schemes of pricing chains has been reformatted.

The pilot project on mandatory SF discharge to the SPT has been continued and extended until the end of 2023 specifically to identify unproductive intermediaries and exclude them from supply chains.

The ESF IS data also allows you to track the pricing chain and establish the facts of exceeding the trade premium.

«The issue of "manual" management of the activities of regional commissions is under my personal control. In general, our task is to form a culture of compliance with trade legislation among business entities», — the Deputy Prime Minister concluded.
