On January 25 this year in Moscow, a Kazakh delegation of representatives of government agencies, NCE "Atameken" and business, headed by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin, took part in the first meeting of the Council of the Eurasian Economic Commission this year.
The participants of the EEC Council considered 38 issues, worked out each of them in detail and adopted certain resolutions. One of the essential issues for business has been resolved — barrier-free access to public procurement of the EAEU member states for 55 items of industrial goods. To this end, the EEC Council decided to amend the existing documents, supplementing them with the conditions of production and technological operations. The changes affected the industry of special engineering (special equipment), musical instruments and equipment, electronics and radio electronics.
In order to form a common electric power market of the EAEU, the Rules for Access to Services for Interstate Transmission of Electricity have been approved. The participating countries have come to a common denominator on the principles and procedure for access to services for interstate transmission of electricity, including the conclusion, execution, modification, termination and other nuances of relevant contracts. Importantly, the document defines non-discriminatory access of participants of the common electric power market to interstate transmission of electricity when trading it. Now the approved document will be sent for approval to the Eurasian Intergovernmental Council (EIC), which will be held on February 2-3, 2023 in Almaty.
The decision of the Council approved the zero rate of import customs duty of the unified customs tariff of the EAEU for plasticized polyvinyl chloride used as raw materials for wallpaper production. The rate will be applied from the date of entry into force of the decision of the EEC Council and until February 29, 2024 inclusive. The current rate for this material is 6.5% of the customs value.
The participants also considered issues of compliance with the requirements of the technical regulations of the EAEU aimed at harmonizing the laws of the participating countries, changes in the list of products, the development of an integrated information system, customs, transport procedures, agriculture, etc.
The next meeting will be held on February 17, 2023 in Moscow.
