On July 1, 2021, the Law of the Republic of Kazakhstan "On Technical Regulation" came into force, according to which the concept of information system of technical regulation (IS "e-TRMK") was introduced.
The main purpose of the IS "e-TRMK" is:
Currently, the "e-TRMK" IC has been put into trial operation by order of the Chairman of the TRMK of the MTI RK dated November 22, 2022 No. 383-NK, as well as according to the results of the tests conducted by JSC "State Technical Service", the system has been tested and meets the requirements of information security.
Since January 9 of this year, all types of applications for accreditation procedures are considered in the IS "e-TRMK".
All registers of technical regulation (the register of issued certificates of conformity and declarations of conformity, the register of certification bodies and testing laboratories, the register of hazardous products, the register of measuring instruments, etc.) are concentrated in the IS "e-TRMK".
For reference: as of today, more than 473 organizations (certification bodies and laboratories) have been registered in the system, 180 structural divisions have been added, 1,445 accounts have been created.
In addition, after the completion of the commissioning of the IC e-TRMK will be integrated with the IC "Single Window", within the framework of a single digital platform of technical regulation.
For reference: According to the order of the Chairman of the Committee for Technical Regulation and Metrology dated 04/09/2021 No. 129, the information system "Single Window" of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan was launched on June 28, 2021, in which documents on conformity assessment of the Republic of Kazakhstan and the EAEU are issued.
The issue of integrating the e-TRMK IP with the Astana-1 customs system is also being worked out, which will ensure the autonomy and efficiency of the examination of conformity assessment documents as part of customs clearance at the stage of importation of foreign goods into the country, while eliminating the human factor and corruption risks.
In general, the work carried out by the Committee of Technical Regulation and Metrology on digitization and improvement of conformity assessment procedures is aimed at eradicating "gray" certificates and ensuring transparency of conformity assessment procedures, as well as aimed at providing the population of Kazakhstan with safe and high-quality products and reducing technical barriers.
