Announcement of a competition for membership in the Public Council on Trade and Integration

Dear citizens, as well as representatives of non-profit organizations!

In connection with the termination of the powers of the members of the Public Council on Trade and Integration on the basis of the Law of the Republic of Kazakhstan dated November 2, 2015 "On Public Councils" (hereinafter - the Law) and the Model Regulation on the Public Council (approved by the Order of the IOR dated February 26, 2021 No. 69) announces a competition for the election of members to its composition.

The Public Council on Trade and Integration of the Republic of Kazakhstan is an advisory, supervisory body formed under the Ministry of Trade and Integration of the Republic of Kazakhstan.

The quantitative composition of the Public Council is 15 people.

The powers of public councils include:

  • participation in the development of draft regulatory legal acts;
  • consideration of appeals of individuals and legal entities on socially significant issues of the relevant sphere of activity of the Ministry, including issues of improving public administration and organizing transparent work of the state apparatus, including compliance with the norms of official ethics of civil servants;
  • implementation of public control;
  • discussion of projects and implementation of budget programs of the administrator of budget programs, strategic plans, state programs;
  • discussion of reports on the achievement of target indicators;
  • discussion of reports of the administrator of budget programs on the implementation of budget programs, on the execution of plans for the receipt and expenditure of money from the sale of goods (works, services), on the receipt and expenditure of money from charity;
  • development of proposals for improving legislation;
  • discussion of reports on the results of monitoring the implementation of development plans of state-owned enterprises controlled by the state JSC and LLP.

A candidate for a member of the Public Council may be a citizen of the Republic of Kazakhstan who has reached the age of 18.

A candidate for a member of the Public Council must not:

1) have a criminal record that has not been repaid or withdrawn in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

2) be found guilty by a court of committing a corruption crime and (or) a corruption offense in accordance with the procedure established by law;

3) be registered in organizations providing medical care in the field of mental health, for mental, behavioral disorders (diseases), including those related to the use of psychoactive substances.

To participate in the competition, you must submit:

1) a written proposal of a non-profit organization and (or) a citizen's application for nomination to the Public Council;

2) information about the professional and (or) social activities of the candidate with the indication of autobiographical data;

3) certificate of the presence or absence of a criminal record;

4) certificate of the presence or absence of mental, behavioral disorders (diseases), including those related to the use of psychoactive substances.

The certificates are submitted by the candidate independently or by means of written consent to the request of the specified certificates by the state body.

The listed documents are accepted within 10 working days after the date of publication of this announcement.
