At the meeting of the Government of the Republic of Kazakhstan, measures were considered to implement the Election program of President Kassym-Jomart Tokayev and the instructions given at the expanded meeting of the Government on December 12, 2022. First Vice-Minister of Trade and Integration Arman Shakkaliyev reported on the implementation of food development orders.
According to Arman Shakkaliev, the basis of price stabilization is a balanced system of food production and distribution, the functioning of trade infrastructure.
First, the saturation of the market with goods of domestic production, by reformatting the mechanism of the «turnaround scheme», the stabilization fund, the use of «forward purchase».
Secondly, the development of trade infrastructure.
Third, the protection of the domestic market in terms of technical and economic components.
Fourth, the creation of conditions for the sale of manufactured products through the creation of access to retail networks and the elimination of unproductive intermediaries.
Operational measures to ensure the increase in production volumes:
«We plan to increase the share of modern trade formats to 70% by 2027. To do this, it is necessary at the first stage in the Business Roadmap for 2023 to provide for subsidizing the interest rate on loans. At the second stage, starting from 2024, a separate industry program for financing the construction of modern trade formats will be provided. And also consider the possibility of issuing in-kind grants at the local level. By the end of this year, a law will be adopted to implement the instructions of the Head of State, which provides for the introduction of a single mechanism of state control in the field of trade», — Arman Shakkaliev said.
A new model has also been developed to protect the domestic market through technical regulation tools and the creation of a voluntary certification system for goods under the «Made in Kazakhstan» brand. A situational headquarters on technical barriers to trade has been created.
«An amendment is being made to the legislation on the introduction of minimum wholesale prices for NWT, to protect against dumping of imported products and increase their own production», — Arman Shakkaliev added.
