School, polyclinic, shop at home – Serik Zhumangarin checked the implementation of the pilot for the introduction of a Social wallet

On November 9, 2022, Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan Serik Zhumangarin checked the implementation of pilot digital Social wallet services in the capital.

Lyceum School No. 8 participates in the pilot project of creating digital tools for monetary and non-monetary state support of citizens through a Social Wallet in Astana
and polyclinic No. 10. The services "Provision of free, preferential hot meals in secondary schools", "Provision of medicines within the framework of compulsory social health insurance and guaranteed volume of free medical care according to the recommendation (prescription) of a doctor" are being tested.

There are 1,675 children studying at School No. 8, 63 of them are students of grades 5-11 from low–income families. During a visit
to the school cafeteria, Serik Zhumangarin was shown the work of the demo version of the Social Wallet application.

After the project is put into commercial operation, parents of children who receive social support from the state will not need to write an application to receive a voucher for hot meals. They will receive an SMS notification to their mobile number, after which it will be possible to link the child's transport card in the Social Wallet and use it to receive discounted lunches at school.

Serik Zhumangarin visited a nearby shop near the house,where the service "Purchase of goods at the expense of social benefits" was tested. It will allow recipients of targeted social assistance, including those allocated for the purchase of basic foodstuffs, to purchase them in stores using QR-payment.

On the basis of the city polyclinic No. 10, to which are attached
83 thousand citizens, in order to receive medicines as part of the provision of medicines within the framework of compulsory social health insurance and a guaranteed amount of free medical care on a doctor's prescription, the Social Wallet will be integrated with the information systems of the Ministry of Health.

The service is convenient because a digital prescription for a drug from a doctor will be immediately sent to the phone of the patient user. Health workers will not need to fill out documents manually, and the patient will not need to have a paper prescription with him.

- I think that the mechanism of non-monetary types of social support has already been worked out quite clearly, we will consider and offer different options for monetary ones so that they can be received
not only on bank cards, but also on a Social wallet. Moreover, a citizen will be able to see the entire course of accrual of funds within the framework of state support, for example, in targeted social assistance – the amount that accrues for the purchase of socially significant food products," Serik Zhumangarin summed up the results of the inspection.

The phased launch of digital services in the Social Wallet (vouchers for free and discounted hot meals in schools, the issuance of medicines) into commercial operation is planned from the beginning of 2023. In parallel, work is being completed on making appropriate changes to the regulatory framework.
