The EAEU is switching to uniform rules for regulating the circulation of diagnostic tools

On October 27, 2022, the decision of the Council of the Eurasian Economic Commission on the approval of the rules for regulating the circulation of veterinary diagnostic products in the customs territory of the EAEU came into force.

The Rules establish uniform procedures for assessing the quality of veterinary diagnostic tools, a uniform procedure for registration and information interaction of authorized bodies of the EAEU member states in the exercise of state control (supervision) over their treatment.

For manufacturers of veterinary diagnostic tools, this means unhindered circulation of their products in the markets of all EAEU countries on the basis of registration certificates obtained only in one EAEU member state.

The rules are aimed at ensuring harmonization with the recommendations of international organizations such as the OIE, FAO, WHO, etc., reducing the risks of falsification of diagnostic tools when they are handled in the customs territory of the EAEU, as well as the exclusion of unjustified administrative sanitary and epidemiological surveillance in the implementation of international and mutual trade in diagnostic tools.

The rules will be valid for Armenia, Belarus, Kazakhstan and Russia from October 27, 2024, for Kyrgyzstan - from October 27, 2026. Until the end of the transition period, the authorized bodies of the EAEU member states will carry out work on the implementation of the provisions of the Rules into national legislation, as well as the preparation of a laboratory and legal framework.

Prior to the entry into force of the Rules, registration certificates for veterinary diagnostic products will be issued according to national rules and such certificates will be valid until December 31, 2028.
