Kuanysh Yelikbayev appointed Chairman of the Committee of Technical Regulation and Metrology of the MTI RK

First Vice Minister of the Ministry of Trade and Integration of the RK Arman Shakkaliyev presented the new head to the staff of the Committee of Technical Regulation and Metrology. Kuanysh Yelikbayev became it.

Yelikbayev Kuanysh Nurlanovich was born on May 21, 1988 in Kostanay region, graduated from high school with the badge «Altyn Belgi».

In 2009, he graduated from the Kazakh-British Technical University (KBTU) with a bachelor's degree in «Oil and Gas business» Engineering with a state grant.

In 2011, he graduated with a Master's degree from the University of International Business (UIB) with a degree in Economics (scientific and pedagogical direction).

In 2017, he graduated from the Master's degree program of the Kazakh Agrotechnical University named after S. Seifullin in the specialty «Standardization and certification» with the qualification of Master of Engineering and Technology.

In 2020, he graduated from the Master's degree program of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia (Moscow) with a degree in «Jurisprudence» in the direction of «International Law».

Career

In 2019-2020, he completed an internship at the Peoples' Friendship University of Russia (RUDN, Moscow), according to the results of which he defended his dissertation for the degree of Candidate of Economic Sciences.

In 2009-2012 he worked in JSC «Main Dispatching Department of the Oil and Gas Industry» of the Ministry of Economic Development of the Republic of Kazakhstan as a leading specialist, chief expert, head of the Department, Deputy Director of the Department of Technical Regulation.

In 2012-2014, he worked at the Eurasian Economic Commission (Moscow) as a consultant for the Technical Regulations Development Department, advisor to the Methodology Department of the Technical Regulation and Accreditation Department.

In 2015-2016, he worked in the Ministry of National Economy of the Republic of Kazakhstan: Acting Chief Expert, Chief Expert, Head of the Department for the Functioning of the EurAsEC and the Customs Union of the Department of International Economic Integration.

In 2016-2017, he worked in the RSE «Kazakhstan Institute of Standardization and Certification» of the Committee for Technical Regulation and Metrology of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan as Deputy Director General.

In 2017-2021, on the recommendation of the Government of the Republic of Kazakhstan, he worked at the Eurasian Economic Commission (Moscow) as Deputy Director of the Department of Internal Markets Functioning.

From 2022 to the present, he has held the position of Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan

He was awarded the Certificate of Honor of the Republic of Kazakhstan, the medal «For contribution to the creation of the EAEU» of the III degree.

He is a member of the Presidential Youth Personnel Reserve.
