Information on the creation of a National Commodity Distribution System

In order to saturate the domestic market with domestic goods and ensure favorable conditions for domestic producers, it was planned to implement a project to create a National Commodity Distribution System (hereinafter – NTS) in the form of an infrastructure of 24 wholesale distribution centers (hereinafter - ORC).
Due to changes in the base rate and the cost of borrowing in February of this year, the cost of the project increased, which led to the need to revise the implementation approaches and the level of state obligations under the PPP agreement.
In this connection, during the study of the optimization of this model, it was proposed to:
 reduce the number of created ORCS;
 abandon the construction of ORC Storage;
to create a unified information system for connecting existing private ORCS, wholesale markets, vegetable storages, food producers and secs.
At the same time, the Ministry is working to create a network of NTS by introducing an information system, connecting existing private ORCS (9), SEC (20) and vegetable storages (1171) to it.
As a result of the implementation of this model, it is expected to increase the volume of transshipment from 2.2 million to 28.8 million tons per year and storage capacity from 160 thousand to 1,753 thousand tons per year, and will also provide an operational solution to the issues of internal product flows between regions, elimination of excess goods in some and deficit in other areas.
