Kazakhstan stands up for business in the framework of the EAEU

On January 31, 2020, a regular meeting of the Eurasian intergovernmental Council (EMPS) was held in Almaty, where Kazakhstan presented strategically important initiatives.

The agenda of the meeting consisted of 14 issues aimed at developing trade and economic cooperation of the EAEU member States, removing obstacles within the framework of the internal market of the EAEU, as well as developing integration potential in certain areas of the economy.
The Kazakh side initiated the issue of making changes to the existing procedures for paying fines for violating the General rules of competition.

"According to current regulations, fines are subject to transfer to the budget of the country where the business entity that committed the violation is registered," explained Minister of trade and integration Bakhyt Sultanov on the sidelines of the EMPS meeting.

With this approach, " the injured party is deprived of the possibility of compensation for damage. De jure, it (the injured party) has the right to pay damages through the judicial authority of the country where the offender is registered. However, this is a lengthy procedure that requires additional time and financial costs." "But the most important thing is that the current rule does not protect one of the main values of the Union: the interests of business," Sultanov said.

As part of the digital agenda of the EEU, Kazakhstan raised the issue of the need for full digitization of public procurement procedures.

"Digital technologies provide a more convenient conditions for participants of the procurement. In addition, the transition to a one-hundred-percent electronic format for public procurement in all member countries of the Eurasian economic Union will ensure the full application of the principle of the national regime laid down in the law of the EAEU, " the head of the Ministry of trade and integration of Kazakhstan said.
Another important initiative of the Kazakh side was the development of joint tactics to combat pirated products.

As Sultanov explained, the presence of illegal software and the growing level of piracy in this area causes significant damage to the producers of their own programs of the EAEU member States. "The fight against pirated products is a global practice. Each of our countries has its own program for the prevention of counterfeiting. But we believe that our economic Union needs to develop common approaches to copyright infringement. This will strengthen the position of the EEU as an economic integration Association, " the Minister of Kazakhstan said.
In addition, the action plan for creating digital transport corridors was approved. It is expected that the implementation of digital transport corridors will increase the level of information interaction, as well as simplify transport control procedures for our business.

Following the meeting, it was announced that the next meeting of the EMPS will be held in April 2020 in Minsk.
