What will the Ministry of trade do if the Russian Federation bans the sale of smartphones, computers or smart TVs without Russian software?

Earlier, during the meeting of the Council of the Eurasian economic Commission on December 19, 2019 in St. Petersburg, Kazakhstan opposed the law adopted in Russia that requires installing Russian software on mobile devices, computers and smart TVs. The Republic of Belarus actively supported the concerns of the Republic of Kazakhstan in this issue.
"Taking into account the discussion, our Russian colleagues assured us that the amendments to the Law of the Russian Federation "on consumer protection" and the bylaws adopted for its implementation will not contradict the contractual legal framework of the EAEU. The argument of the Russian side on our initiative is enshrined in the relevant document of the EEC Council, " the Ministry of trade reported.
Members of the Council also instructed the EEC Board to keep this issue under control.
As explained by Vice-Minister of trade and integration of Kazakhstan zhanel Kushukova: "if the Russian authorities apply any restrictions to our exporters, then in accordance with the existing legal instruments within the EEU, proceedings will be initiated at the site of the Eurasian economic Commission. As a last resort, retaliatory measures will be introduced. This issue is under constant control of the Ministry."
Recall that the amendments to the Law of the Russian Federation "on consumer protection" provide that from July 1, 2020 on the territory of Russia will be allowed to sell smartphones, computers, TVs with Smart-TV function only with installed Russian software.
