Bakhyt Sultanov spoke about the development of a food security program

Today, at a Government meeting following the results of an expanded Government meeting with the participation of the Head of State on July 14, Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan Bakhyt Sultanov told about the development of a unified information system for the formation of the balance of key goods.

Thus, a food security program will be developed jointly with the Ministry of Agriculture. The program will review approaches to subsidizing and providing other measures to support the industry in terms of securing manufacturers' counter obligations to saturate the domestic market.

As the Deputy Prime Minister noted, the emphasis will be placed on the early emergence of specific and productive producers.

"Special attention will be paid to the formation of a self-sufficient outgrowth of sugar beet and sugar production and processing," Bakhyt Sultanov said.

Also during the meeting, Bakhyt Sultanov spoke about the launch of the national commodity distribution system. According to him, the implementation of the project was delayed due to the changed financing conditions in January-February of this year. The financing conditions of the project required a revision of the level of the state's obligation under the PPP agreement in order to reduce the burden on the budget.

"Taking into account the remarks of the Head of State, work has begun on revising the current model of creating a National commodity Distribution System," the head of the department said.

At present, several alternative scenarios for the creation of wholesale distribution centers are being considered, with the involvement of interested investors. The relevant approaches will be presented to the Head of State in due time (until October of this year).

During the meeting, Bakhyt Sultanov focused on the effectiveness of the "reverse scheme" tool. For example, in the Karaganda region in April, contracts were signed for the supply of potatoes in the amount of 2,709 tons at fixed prices of 85 tenge in retail, while the commercial price was 175 tenge.

"On the other hand, the current volume of financing of the "revolving scheme" in the total turnover of socially significant products is only 4%. Therefore, it cannot sufficiently influence the market. In this regard, as the transparency of the movement of funds increases and their efficiency increases, the amount of funding will gradually increase," Bakhyt Sultanov said.
