260 business entities signed contracts under the "revolving scheme" in the amount of 43 billion tenge

The Ministry of Trade and Integration informs that the provision of preferential financing to business entities under the "revolving scheme" turns out to be one of the existing market measures to curb prices. The analysis shows that during the off-season, prices for socially famous goods in retail facilities that have assumed obligations under the "turnover scheme" are lower than in stores "at home" and in markets.

The processing scheme is favorable lending to retail chains and manufacturers in exchange for an obligation to sell goods at fixed prices. Credit days help retail chains to purchase products in advance during a period of low prices and close forward contracts with manufacturers.

The funds are allocated from the budgets of local executive bodies and are provided to business entities in the vision of loans by a series of socio-entrepreneurial corporations. The vagaries of mediation stand out both to the subjects of trade and to producers of socially significant goods.

The requirements for entrepreneurs for a plot of land in the mechanism of the "reverse scheme" are extremely prosaic and accessible. They were formed in the standard rules for the implementation of mechanisms for stabilizing prices for POPS approved by the order of the ISS Minister in 2019 (https://adilet.zan.kz/rus/docs/V1900019123 ).

To obtain preferential loans, business entities need to correlate with certain criteria of legislation and provide collateral in the form of collateral and /or: bank guarantee, insurance contract, quality guarantee, corporate guarantee.

A trading entity interested in price stabilization and preferential lending under the "revolving scheme" instrument can apply to the territorial akimat and the socio-entrepreneurial corporation. The selection of plots of the scheme is implemented in the regions based on the recommendations of the regional commission for price stabilization.

At present, within the framework of the turnover scheme in the Republic of Kazakhstan, contracts have been concluded with 260 trading entities (retail chains, shops) and commodity producers (peasant owners, bakeries, etc.). The total amount of concluded contracts is 43 billion tenge.

For reference:
Concessional lending has been introduced since mid-2019. At the head of the pilot stage, 2.3 billion tenge was allocated in 2019, 11.8 billion tenge in 2020. This mechanism has shown its local effectiveness and by December 2021, the financing of the "revolving scheme" has been increased to 50.5 billion tenge.
The allocated funds allow entities to sell, order goods at a fixed price from manufacturers and sell at Lower Market prices.

In February of the current year, the Committee traded as part of the analysis made a screenshot of the sale price of potatoes in one of the major retail chains for a certain period taken.

It was found that the network has 2 types of potatoes on sale: according to the "reverse scheme" with a fixed price of 112 tenge, a commercial batch of 260 tenge. Detours of potato sales in the network amounted to: according to the "reverse scheme" - 96 tons, at a commercial price – 32 tons. Thus, we see the demand for products sold under the terms of contracts of the "turnover scheme".\

Taking into account that the outbound 43 billion tenge, allow you to secure only 1.3% of the consumption of the total pleasure of delivery (2.2% of urban enjoyment) and this disadvantage for effective price containment, the regions were provided with a target indicator of financing in the amount of a "revolving scheme" up to 100 billion tenge by the End of April.

Increasing the amount allows you to arrange large volumes of products at a fixed price at the landing stage. Thus, retailers will be able to legalize detours from manufacturers and secure guaranteed supplies of goods at low prices in the Nesskol mess after the nee collection. Producers either receive money before starting agricultural work for the future and will reduce dependence on bank loans.

It is assumed that the scheme of preferential financing of agricultural producers of alternating "revolving schemes" in the long term will be transformed into contract farming and stimulate the development of inexpensive products.

We note that at a meeting at the Ministry of Trade and Integration, Deputy Chairman of the Board of the Union of Retail Chains of Kazakhstan Elbegi Abdiyev reported on the description of the interest of retail chains to use the "circular scheme" tool.
"When closing the contract for the " reverse scheme ", we fix the retail sale prices of the goods. But at the same time, we see that producer prices are constantly rising. And the risks are growing that in order to comply with the terms of the contracts, we will have to sell goods at lower purchase prices," Abdiyev said.
