Press release on the situation related to the accumulation of PBX on the Kazakh-Kyrgyz border

Earlier, on February 15-16 this year, Almaty, under the leadership of Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan Sultanov B.T. and First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Kozhoshev A.O., the first meeting of the Working Group on Trade and Economic Cooperation between the Republic of Kazakhstan and the Kyrgyz Republic was held.
On issues of cooperation in the field of transport and transit, it was agreed to provide the State Tax Service under the Ministry of Finance of the Kyrgyz Republic with electronic invoices of goods exported to the EAEU countries from February 16, 2022. In the absence of an ESF for the transported goods, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan conducts control measures.
When importing goods from the Kyrgyz Republic to the Republic of Kazakhstan by risky vehicles, control measures are carried out at the destination.
Within the framework of strengthening cooperation between fiscal authorities in order to reduce violations in mutual trade, they agreed to accelerate the adoption of measures in accordance with national legislation in relation to their exporters.
An agreement was also reached on the exchange of information on exporters who underestimate the value of goods.
At the same time, we agreed on the issue of installing monitors in workrooms to monitor the situation of cargo passage at the Kyrgyz-Kazakh state border in real time.
At the same time, it should be noted that after this meeting, the number of PBX that traveled from the Kyrgyz Republic without an ESF increased.
For example, since March 25 this year, out of 1,748 PBX with Chinese-made TNP, 1,618 PBX or 92% have proceeded without ESF.
In this regard, in accordance with the previously reached agreements, the Kazakh side carried out verification measures in the absence of an ESF for the transported goods.

On April 19 of this year, the Parties held repeated negotiations on the implementation of the above agreements reached during the Working Group meeting in the VKS mode.
Following the negotiations, the Parties signed a protocol and reached the following agreements:
 The Kyrgyz side will not allow the departure of freight PBX without the presence of an ESF for all transported goods in each vehicle;
 The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan does not carry out control measures if there is an ESF for the transported goods;
 when importing goods to the Republic of Kazakhstan, in the case of undeclared goods in the ESF, including by using the IDC, the PBX is returned to the territory of the Kyrgyz Republic;
 to work out the question of whether there are grounds for the use of navigation seals of the operator of the KR;
 analysis of imports from China to Kazakhstan and Kyrgyzstan in the context of commodity items, taking into account historical import volumes, elaboration of the issue of ensuring the execution of price indicators.
It should be noted that during the period from April 20 to April 21, 667 PBX passed from Kyrgyzstan, 118 of them PBX with TNP, while 110 PBX with TNP passed without ESF, in connection with which, in accordance with the agreements reached, thematic tax audits will be conducted in respect of these PBX.
During the specified period, 8 PBX from Kyrgyzstan proceeded without checks due to the presence of an ESF for the transported goods.
Also, in accordance with the agreements, after conducting an inspection on the PBX sent to Kazakhstan without an ESF, a return to Kyrgyzstan will be carried out.
