New initiatives of Kazakhstan on technical regulation have been adopted

The decision of the EEC Council adopted a new Procedure for the development and introduction of amendments to the technical regulations of the EAEU.

The procedure provides for a significant reduction and regulation of the terms of development and revision of mandatory requirements.

At the initiative of the Kazakh side, it was decided to approve a model regulation on the working group. The main requirement of Kazakhstan is the mandatory equal representation of businesses of all countries in the processes of document development.

As part of the fight against “gray” certificates, the participating countries have already agreed on the mandatory photo and video recording of product tests and the use of only accredited laboratories. However, the process of including this norm in each technical regulation is delayed by lengthy procedures. Kazakhstan insisted on the inclusion in the new Order of norms related to the acceleration of such amendments to technical regulations.

- Kazakhstan has been working for three years to counteract the "gray" certificates on the market. If in the territory of the Republic of Kazakhstan the number of cases of issuance of such certificates has sharply decreased after the tightening of requirements for such tests, that is, cases of use by unscrupulous businesses of similar "gray" certificates issued in other EAEU countries, where the testing process is not so tightly controlled. Therefore, we insist on strengthening control by all countries as soon as possible. This is the only way we will be able to clear our market of low-quality and potentially dangerous products," said Kuanysh Yelikbayev, Deputy Chairman of the Committee for Technical Regulation and Metrology of the MIT RK.

The EEC Council also approved an updated Procedure for the development of lists of standards for technical regulations of the EAEU, aimed at optimizing procedures.

The Kazakh side initiated the inclusion in the Order of the norm on providing access to all research methods (tests).

For reference: Since 2011, many methods have been included in the lists of standards, some of which are private (the owners are mainly subjects of the Russian Federation) and access to which has not yet been provided.

At the insistence of Kazakhstan, a deadline was set (until November this year) for providing access to such documents. As well as the rule on the subsequent exclusion of such private methods from all lists of standards with the development of appropriate interstate standards instead.

“We will continue to defend our interests in the field of technical regulation, especially if it concerns international relations within the EAEU,” said member of the EEC Council from the Kazakh side, Deputy Prime Minister-Minister of Trade and Integration Bakhyt Sultanov.
